As part of the decision making process, the Wales Office ensured that the Department for Transport gave due consideration to whether people should be allowed to choose which UK national flag to have on their licence. This work showed that the cost of offering a choice of national flags was excessive. Compensation is settled by agreement between the parties in the case of an easement or a voluntary or necessary (compulsory) wayleave. Failing agreement in the case of a necessary wayleave, compensation is settled by the Upper Tribunal (Lands Chamber) at the request of either party (as provided for in paragraph 7(4) of Schedule 4 to the Electricity Act 1989). In December 2013 Ofcom announced that gaining-provider led (GPL) switching would be mandated for broadband and fixed telephony over the Openreach network. Full implementation of this will be completed by June 2015. In July 2014, Ofcom published a call for inputs (which closed in September) on switching providers of broadband, pay-TV, mobile voice and data services and bundled services, in order to gauge the impact of these processes on consumers’ experience and on competition. Ofcom is conducting further research and holding discussions with industry and consumer organisations.
