answer text Whilst security for claimants and those returning to their land is a key concern, our 2013 Human Rights Report (released on 10 April 2014) notes that some progress has been made on the issue of land restitution. Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. We are following closely several emblematic land restitution cases; our Ambassador raised the cases of the Curvaradó and Jiguamandó communities with the Ministry of the Interior in July and acts as an observer on the case.

answer text
The independent regulator, the Office of Rail Regulation (ORR), is responsible for overseeing and enforcing Network Rail’s obligations, including the delivery of infrastructure projects. On 20 November ORR published its assessment, in the ‘Network Rail Monitor’, of Network Rail’s performance in the first two quarters of Control Period 5 (2014-19) covering the period 1 April to 11 October 2014. ORR reported that following a period of relatively successful delivery in Control Period 4 (2009-14) Network Rail has not made the expected progress in the early stages of certain enhancement projects in Control Period 5. ORR has asked Network Rail to produce an improvement plan to demonstrate how it will change its approach to make up for these delays and will hold Network Rail to account for its delivery. DfT is working extremely closely with ORR and Network Rail to ensure that the vital passenger benefits in the Rail Investment Strategy are delivered.
more like this

answer text
There has been significant progress in stabilising Ivory Coast since the post-electoral crisis of 2010/11, but more needs to be done. Much depends on further reconciliation between the government and opposition, as well as the elections in October 2015, which must be free and fair. We, therefore, welcome the inauguration of the Independent Electoral Commission on 30 August, and the resumption of opposition participation in that Commission in November.

The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge) raised these issues with Ivorian Foreign Minister Diby at the UN General Assembly in September, as well as with the Ivorian Minister for Industry and Mines on 2 December 2014.
more like this

Under the agreement, all customers have the option to receive text alerts where their balance falls below a certain level; are made aware by what time of day they can pay in funds in order to avoid going overdrawn; and, benefit from a buffer zone to ensure that they are not charged for going over their limit by a small amount.

The Government has also legislated to require the Financial Conduct Authority to cap the cost of payday loans, including fees and charges. answer text
We encourage local authorities to work closely with their communities to look at the range of options open to them. This may include forming community led groups, such as co-operatives, Community Land Trusts or Tenant Management Organisations. My officials continue to discuss issues affecting co-operative housing more generally with the co-operative sector.

Council tenants have the Right to Manage, which enables them to set up a Tenant Management Organisation (a management co-operative) to manage the homes in their area, with a management allowance from the Council. The Tenant Empowerment Programme, £2 million in 2014/15 and £1 million in 2015/16, supports social housing tenants to engage in, manage and/or take control of their housing services. This includes training, support and funding to enable tenant groups to take up their Right to Manage. There are currently over 200 Tenant Management Organisations across England, managing around 80,000 homes.

In October 2012, we funded the Co-operatives UK to establish and run the Community Shares Unit to grow a sustainable market and promote the long term success of the community shares model, as a means to raising equity finance and increasing participation in community enterprises and projects. Community-led housing is one of the areas identified as requiring development.

We are also encouraging community led organisations, including co-operatives, to apply for funding through the 2015-18 Affordable Homes Programme. The Homes and Communities Agency has held back over 25% of their £1.7 billion budget, for which it is now inviting bids. This should be of particular help to smaller community-led organisations.
