answer text Whilst security for claimants and those returning to their land is a key concern, our 2013 Human Rights Report (released on 10 April 2014) notes that some progress has been made on the issue of land restitution. Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. We are following closely several emblematic land restitution cases; our Ambassador raised the cases of the Curvaradó and Jiguamandó communities with the Ministry of the Interior in July and acts as an observer on the case.

answer text <p>The independent regulator, the Office of Rail Regulation (ORR), is responsible for overseeing and enforcing Network Rail’s obligations, including the delivery of infrastructure projects. On 20 November ORR published its assessment, in the ‘Network Rail Monitor’, of Network Rail’s performance in the first two quarters of Control Period 5 (2014-19) covering the period 1 April to 11 October 2014. ORR reported that following a period of relatively successful delivery in Control Period 4 (2009-14) Network Rail has not made the expected progress in the early stages of certain enhancement projects in Control Period 5. ORR has asked Network Rail to produce an improvement plan to demonstrate how it will change its approach to make up for these delays and will hold Network Rail to account for its delivery. DfT is working extremely closely with ORR and Network Rail to ensure that the vital passenger benefits in the Rail Investment Strategy are delivered.</p> more like this

answer text <p>There has been significant progress in stabilising Ivory Coast since the post-electoral crisis of 2010/11, but more needs to be done. Much depends on further reconciliation between the government and opposition, as well as the elections in October 2015, which must be free and fair. We, therefore, welcome the inauguration of the Independent Electoral Commission on 30 August, and the resumption of opposition participation in that Commission in November.</p><p>The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge) raised these issues with Ivorian Foreign Minister Diby at the UN General Assembly in September, as well as with the Ivorian Minister for Industry and Mines on 2 December 2014.</p> more like this

answer text <p>Christianity and Islam remain the two main established religions in Nigeria. They share a history of tolerance and peaceful coexistence. The terrorist group Boko Haram is attempting to challenge Nigeria’s secular state and democratic constitution by attacking all Nigerians who do not follow their extremist and intolerant views. Their activities do not command widespread popular support and have caused immense suffering in both Muslim and Christian communities.</p><p>The UK is helping Nigeria build its own capacity to tackle Boko Haram and stop such attacks. The Department for International Development has two programmes directly addressing conflict in Northern Nigeria which include work with religious leaders.</p> more like this

answer text <p>This Government takes Intellectual property (IP) crime very seriously and is working closely with law enforcers and rights holders to tackle criminality, including the sale of counterfeit goods online. We recently announced an additional £3 million investment in the police IP crime unit (PIPCU), securing its future until 2017. PIPCU is an operationally independent law enforcement unit dedicated to tackling serious and organized IP crime affecting physical and digital goods.</p><p> </p><p> </p><p> </p><p>In addition to this, the Intellectual Property Office continues its coordinating role to ensure that industry, Government and law enforcement share intelligence, and that collaborative operations result in arrests. All this activity is supported by a range of education programmes and a government/private industry partnership to provide IP training to enforcement officers and brand representatives to help them tackle issues arising from counterfeit products.</p><p> </p><p> </p><p> </p>

answer text <p><strong>The rules governing short selling are set out in the Short Selling Regulation (SSR) - a directly applicable EU regulation which entered into force on 1 November 2012. Article 45 of the Regulation requires the European Commission to carry out a review of the Regulation. </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong>The European Commission published a report in December 2013 setting out its findings. That review concluded that “…it is too early, based on available evidence, to draw firm conclusions on the operation of the SSR framework which would warrant a revision of the legislation at this stage”. answer text <p>The European Central Bank carried out a ‘Comprehensive Assessment’ of the banks which are now under its supervision. This identified 13 banks as needing to increase their aggregate capital by an estimated €9.5 billion.</p><p> </p><p> </p><p> </p><p>Of these, four were in Italy (requiring €3.31 billion); two in Greece (€2.69 billion, but EU re-structuring plans means that essentially very little capital needs to be raised by them); two in Slovenia (€0.06 billion); one in Austria (€0.86 billion), Portugal (€1.15 billion), Cyprus (€0.18 billion), Ireland (€0.85 billion) and Belgium (€0.34 billion).</p><p> </p><p> </p><p> </p><p>At the same time, the European Banking Authority announced the results of its EU-wide stress test which comprised of a slightly different sample of banks.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>A process is in place to help ensure that the banks which failed the stress tests will address their capital shortfalls in a timely way.</p><p> </p><ul><li><p>They are required to submit plans to their regulators on how they intend to address their shortfalls in the two weeks after disclosure of the results.</p></li><li><p>They will have between six and nine months to address capital shortfalls.</p><p> </p><p>The Treasury has worked with the Prudential Regulation Authority to examine the risks to the UK and estimate these to be very limited.</p></li></ul><p> </p><p> </p><p> </p>
