answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>We do not underestimate the challenges faced by all staff working in prisons and continue to support our staff to help them maintain safe, decent and secure prisons. Standards of Health and Safety for prison staff are actively monitored, considered and acted upon on an ongoing basis. It is important to recognise that the health and safety of prison staff is closely influenced by the arrangements in place to manage the security, safety, conditions, behaviour and experience of prisoners in those same communities. Most recently, assessments relating to the risk of violence, fire safety, secondary impacts of drug misuse, staff wellbeing, infection and pandemic control and facilities are driving a range of improvement measures and activities that will influence prison staff’s experience of health and safety at their workplaces.</p><p> </p><p>In support of staff safety, we are now rolling out the use of PAVA spray and police style rigid bar handcuffs, which is in addition to other measures such as the increased staffing numbers and investment in drug and mobile phone detection should improve health and safety conditions in prisons.</p><p> </p><p> </p> answering member constituency Penrith and The Border answering member printed Rory Stewart question first answered 17/12/2018 17:46:39 answering member 4137 label Biography information for Rory Stewart

My Department is working closely with local government, key sector representatives and with other Government Departments including Health, Education, Housing, Communities and Local Government to consider potential national or local impacts, which may arise from EU Exit, and the necessary preparations for a wide range of scenarios.</p><p>This government has been clear that we do not want or expect a ‘no deal’ scenario. The UK and the EU have agreed the terms of the UK’s smooth and orderly exit from the EU in the form of the Withdrawal Agreement, and a detailed political declaration on the terms of our future relationship. Nevertheless, the government will continue to do the responsible thing and prepare for all eventualities. Extensive work to prepare for a no deal scenario has been under way for over two years and we are taking necessary steps to ensure the country continues to operate smoothly from the day we leave.</p><p>Since the referendum, DExEU Ministers have made frequent visits to regions across the country, including to the West Midlands, and are committed to continuing this productive engagement with businesses and local government throughout the UK.</p><p>The Ministry for Housing, Communities and Local Government are leading an extensive programme of engagement, listening to the sector and gathering intelligence on council concerns and preparedness, which has included discussions with Chief Executives from Coventry City Council, and Solihull Council.</p><p>Senior policy officials have engaged with local authority representatives from throughout the West Midlands, through various forums, including a regional event in Birmingham on 13 December. The Inter-American Commission on Human Rights (IACHR) statement of 6 December denounced the establishment of a police state in Nicaragua, characterised by daily violations of human rights, suppression of fundamental freedoms, constant climate of fear and intimidation against human rights defenders and lack of due process and access to justice. On 22 November, the UN High Commissioner for Human Rights (OHCHR) reported 586 political prisoners, and we are alarmed by reports of ill-treatment of these prisoners. answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>We have serious concerns about the human rights situation in Xinjiang and the Chinese Government’s deepening crackdown; including credible reports of re-education camps and widespread surveillance and restrictions targeted at ethnic minorities.</p><p>During China’s Universal Periodic Review at the UN Human Rights Council on 6 November, the UK made a statement which described our concern about the treatment of ethnic minorities in China, including Uyghurs. We issued a specific recommendation, calling on China to implement the recommendations by the UN Committee on the Elimination of Racial Discrimination on Xinjiang, and to allow the UN to monitor the implementation. We also raised our concerns about Xinjiang in our Item 4 statement at the September UN Human Rights Council, and we supported the statement of 26 October by the European External Action Service highlighting concerns about Xinjiang.</p><p>I raised our concerns about Xinjiang with Vice Minister Guo Yezhou during my visit to China on 22 July 2018. Since 2009/10, material deprivation for pensioners has fallen from 10 per cent to 7 per cent in 2016/17 and since 2010 there are 200,000 fewer pensioners in absolute poverty, a record low.</p><p /><p>The Government is committed to action that helps to alleviate levels of pensioner poverty. answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The Government and the National Health Service are committed to ensuring every patient has access to high quality, specialised stroke care.</p><p> </p><p>University Hospitals Coventry and Warwickshire (UHCW) NHS Trust currently admits around 800 stroke patients per year. UHCW provides hyper-acute and acute stroke care for patients from Coventry and Rugby, and in addition provides thrombolysis treatment for patients from South and North Warwickshire where medically appropriate.</p><p> </p><p>Coventry and Rugby Clinical Commissioning Group is the lead commissioner for Stroke Services at UHCW and monitors the quality of services provided. The Sentinel Stroke National Audit Programme (SSNAP) measures the quality and organisation of stroke care in the NHS. This programme looks at how well each specialist stroke centre is meeting the recommendations for best practice care as set out by the Royal College of Physicians. SSNAP reports on a quarterly basis, providing an overall rating between A and E, with A being the best performance.
