answer	answer is ministerial correction date of answer 21/10/2016 answer text <p>​The Government recognises the significant burden that the Government of Kenya faces in housing a large number of Somali refugees, and encourages it to maintain its global leadership role in this regard as well as its international obligations. Any returns of refugees from Dadaab to Somalia must be in line with international law – including being safe, dignified and voluntary. This is critical to avoid any destabilising impact on Somalia and the East Africa region. This is a Somali-led and Somali-owned process which we hope will result in a more inclusive political settlement and enhance stability in the region. The UK supports the extension of the Tripartite Agreement between the Governments of Kenya and Somalia, and the United Nations High Commission for Refugees (UNHCR), as the legal basis regulating the returns process to Somalia. The UNHCR leads on refugee returns and we support their assessments of the process.</p><p>The UK welcomes the monitoring role civil society plays and works in dialogue with them. Dishonourable discharge is not a term used by the UK Armed Forces. In order to positively identify those discharges which were definitely related to sexual orientation, the Ministry of Defence would have to conduct a manual search of the files of all Service personnel discharged under the relevant regulations of 'misconduct' and 'services no longer required', both of which encompass a wide range of conduct and behaviour.</p><p>Since changes were made to the law in 2000 to allow homosexual men, lesbians and transgender personnel to serve openly in the Armed Forces, the Ministry of Defence has taken many positive steps to support lesbian, gay, bisexual and transgender staff.
