Outside the capital Bangui, violence, looting, hostage-taking and human rights abuses continue to occur with relative impunity. The security situation in Bangui is more stable than the rest of the country, having improved following the surge in violence in late September, but tensions still run high and we continue to advise against all travel to CAR. The political situation is precarious. The transitional government, led by President Catherine Samba-Panza, is being undermined by actors from armed groups and dates for elections have been moved a number of times in the last months. The first round is currently planned for late December 2015, with additional rounds planned for January 2016. Great efforts have been made to register all CAR citizens both in CAR and in refugee camps in neighbouring countries. answer	answer is ministerial correction date of answer 03/11/2015 answer text <p>I have raised the issues facing the steel industry with my counterparts, including most recently with the Prime Minister of Luxembourg, which currently holds the EU Presidency.</p><br /><p>The Secretary of State for Business Innovation and Skills is also engaged with the European Commission and our European partners. He has spoken with a number of European Commissioners in Brussels; Commissioner Cecilia Malmstrom (Trade), Commissioner Elsbieta Bienkowska (Internal Market) and Vice President Jyrki Katainen (Jobs and Competitiveness), and stressed the importance of this issue. He has had positive talks with the Competition Commissioner Margrethe Vestager on progressing the approval of the UK’s Energy Intensive Industries compensation scheme.</p><br /><p>In addition, the Secretary of State has raised the issue with his EU counterparts, including those in Luxembourg, France, Italy and Spain. Anyone who feels they have been underpaid NMW should contact the Acas helpline on 0300 123 1100. HM Revenue and Customs (HMRC) review all complaints that are referred to them. answer	answer is ministerial correction date of answer 14/10/2015 answer text <p>The latest published figures show 88% of cases on the 1993 and 2003 schemes and 88% of case groups on the 2012 scheme contributing towards their current maintenance liability.</p><p>Where a non-resident parent fails to meet their liabilities, the Child Support Agency has a range of enforcement powers.
