A new governor is in place who is focusing on delivering a safe, decent and secure regime. Additional resources have been identified within the establishment to support the safety and violence issues within the report and the prison is working hard to improve the issues identified in the report.</p><p> </p><p>The National Offender Management Service (NOMS) is committed to running safe prisons. Violence in prison is wholly unacceptable. NOMS has launched a new Violence Reduction Project, which has been created to gain better understanding of the causes of the current levels of violence in prisons and to make sure that there is strengthened handling of it, in terms of both prevention and response.</p><p> </p><p>A number of processes are in place to ensure that all black and minority ethnic prisoners are treated fairly with regards to the delivery of services in prisons, including monitoring and equality impact assessments, both of national policies and local implementation.</p><p> </p><p>NOMS has undertaken a large scale recruitment to tackle shortfalls caused by the unexpected rise in the prison population and a higher turnover of staff. NOMS has recruited over 2,230 new Band 3 Officers in the 12 months to 30 June 2015 and is planning to recruit at a similar rate in 2015-16 to address outstanding vacancies and turnover of staff.</p><p> </p><p>Work is already in progress to improve the quality of learning and skills in prisons. Increasing numbers of prisoners are engaged in learning but Ofsted Inspections confirm that one in five prisons has an inadequate standard of education provision and another two fifths require improvement. Additionally, the Secretary of State has asked Dame Sally Coates to chair a review of the quality of education in prisons. The review will report in March 2016. In my statement following the most recent murder on 7 August, I said that freedom of speech is a universal right which must be protected and I called for an urgent investigation to bring the perpetrators to justice. The UK is fully committed to the protection of freedom of religion or belief and supports the freedom of people of all faiths – and those of none – to express and practice their beliefs in peace and safety. <br><br>Together with other diplomatic missions in Dhaka, the British High Commission has called on the government and law enforcement authorities to take all necessary steps to protect those at risk for expressing their opinions. The Foreign and Commonwealth Office Human Rights and Democracy Programme has also supported a project by Article 19 in Bangladesh to work with bloggers to develop a Charter of Bloggers Rights, provide safety training and produce a review of current legislation restricting online expression. answer	answer is ministerial correction date of answer 14/09/2015 answer text <p>Since the interim report on the review of operational productivity in NHS providers was published in June 2015, the Department has been working continuously with its arm’s length bodies to ensure delivery of the recommendations.</p><p> </p><p>Two tools in development are the “Adjusted Treatment Index” and the “Model Hospital”, both of which will be made available to the NHS for further development in order to help improve performance across the hospital sector. Given that owners and potential owners can obtain specific advice on rabbit keeping from rabbit welfare and other animal welfare organisations, there is no need to introduce a statutory code of practice for pet rabbits under section 14 of the Act.</p><p>There is no specific EU wide legislation for the protection of farmed rabbits. In England, they are protected by the Welfare of Farmed Animals (England) Regulations 2007 and Defra’s code of recommendations for farmed rabbits. answer	answer is ministerial correction date of answer 09/09/2015 answer text <p>The Government does not collate centrally information in respect of the cost of the former Gwent Police Authority or the Gwent Police and Crime Commissioner (PCC).</p><p>Under the Police Reform and Social Responsibility Act 2011, it is the responsibility of PCCs to determine how each police area’s funding settlement is allocated, including setting the police force budget and the running of the PCC’s office.</p><p>The 2011 Act specifies that PCCs must publish key information as prescribed by the Secretary of State. The Elected Local Policing Bodies (Specified Information) Order 2011 (and amended in 2012) sets out what information must be published: <a href="http://www.legislation.gov.uk/uksi/2011/3050/contents/made" target="_blank">http://www.legislation.gov.uk/uksi/2011/3050/contents/made</a></p><p>The publication of this information enables the local electorate to judge whether the PCC is making the best use of public money at the ballot box.</p><p>PCCs perform a completely different role from the old Police Authorities. PCCs are providing accountable, visible leadership, and making a real difference to policing locally. Not only have they brought real local accountability to how Chief Constables and their forces perform, they are working hard to ensure that their local communities have a stronger voice in policing.</p><p>The Home Affairs Select Committee recognised in their 2014 report that individual police and crime commissioners are providing greater clarity of leadership for policing in their areas, and are increasingly recognised for the strategic direction they are providing.
