answer	answer is ministerial correction date of answer 25/06/2014 answer text <p>We continue to raise our concerns about the recent communal tensions and the significant surge in attacks against members of religious minority groups in Sri Lanka including those of 15 June, with the Sri Lankan authorities. Our High Commissioner to Colombo has met Muslim community representatives to discuss their concerns. The Head of the EU Delegation has raised recent developments with the Sri Lankan Defence Secretary. The EU delegation has released a statement in agreement with EU Heads of Mission in Sri Lanka condemning the violence and have called on the Sri Lankan government to uphold law and order.</p><p>Sri Lankan President Rajapaksa and other senior Sri Lankan Ministers have visited the area affected by violence, and the army and police have been deployed to those areas. President Rajapaksa has also urged restraint and pledged that those responsible for the violence would be held to account. The Equality Act 2010 provides protection from discrimination because of gender reassignment in employment.</p><p> </p><p>In March 2011 the Government published <em>Working for Lesbian, Gay, Bisexual and Transgender Equality: Moving Forward</em>; and in December 2011 <em>Advancing transgender equality: a plan for action</em> both of which set out the actions to be taken across Government to enhance equality for transgendered individuals. Actions included the Department for Work and Pensions and Her Majesty's Revenue and Customs improving the experiences of transgender people seeking work. answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>The Care Act 2014 sets out the local authority's responsibility for adult safeguarding for the first time in primary legislation. This is vital to ensure clear accountability, roles and responsibilities for helping and protecting adults with care and support needs, including autistic adults, who are experiencing, or at risk of, abuse or neglect.</p><p> </p><p>The Act requires local authorities to carry out a safeguarding enquiry where they have reasonable cause to expect a person is at risk of abuse or neglect. Authorities must consider what if any actions are needed, and who should carry these out, to stop abuse and neglect taking place. The draft guidance clarifies that where a local authority has started a safeguarding enquiry it should continue the needs assessment for care and support in parallel, and determine whether the person has eligible needs which it must meet.</p><p> </p><p>The Act places the establishment of Safeguarding Adults Boards on a statutory footing, so as to ensure local authorities, National Health Service and police (as well as any other agency deemed appropriate) work together to develop and implement adult safeguarding strategies and conduct safeguarding adult reviews in serious cases to ensure lessons are learnt and applied. answer	answer is ministerial correction date of answer 30/06/2014 answer text <p>The UK believes strongly that there should be no impunity for serious international crimes, such as those which the Commission of Inquiry found are being committed in the Democratic People's Republic of Korea (DPRK). We played an active role in ensuring a strong DPRK resolution at the March UN Human Rights Council, including a call for the UN General Assembly to submit the report of the Commission of Inquiry to the UN Security Council for its consideration and appropriate action. In April we and other Security Council members took part in a public “Arria” briefing by the Commission. This was the first time the Security Council had considered DPRK human rights in this way. We also raised the need for a continued focus on human rights during a UN Security Council Sanctions Committee meeting in May.</p><p>On June 18 the Minister of State, my Rt Hon Friend the Member for East Devon (Mr Swire), visited Geneva, where he took part in an Interactive Dialogue with the Special Rapporteur on Human Rights in the DPRK, Mr Mazuki Darusman. Mr Swire also raised the importance of DPRK human rights with the UN Secretary General, Ban Ki-moon and stressed the importance of UN action. We recognise that a very small number of people consider themselves to be of neither gender. We are not aware that that results in any specific detriment, and it is not Government policy to identify such people for the purpose of issuing non-gender-specific official documents.</p><p>A specific review on gender markings in the British passport was carried out by Her Majesty's Passport Office, which has been placed in the Library of both Houses. answer	answer is ministerial correction date of answer 30/06/2014 answer text <p> </p><p>There has been some uninformed and misleading speculation on this issue, as I am happy to make clear that the Infrastructure Bill's provisions will have no impact on the Public Forest Estate. This point was also made by my noble Friend, Baroness Kramer, during Second Reading on 18 June 2014, <em>Official Report</em>, Column 899.</p><p> </p><p> </p><p> </p><p>Clause 21 of the Infrastructure Bill is completely unconnected to the Government's stated policy to establish a new public body to hold the Public Forest Estate.</p><p> </p><p> </p><p> </p><p>The Government has no intention of transferring land from the new body to the Homes and Communities Agency, as the Public Forest Estate is currently in use and not declared surplus. As such, the powers will not be used in relation to this body and will therefore have no effect on it.</p><p> </p><p> </p><p> </p><p>Instead, Clause 21 simply enables surplus land to transfer directly from named public bodies directly to the Homes and Communities Agency, rather than being transferred into the ownership of a Whitehall department first, saving unnecessary bureaucracy. The underlying policy intention is to make it easier for surplus and redundant brownfield land to be sold and help build more homes.</p><p> </p><p> </p><p> </p><p>The Clause 21 arrangements will only apply to public bodies included on a list set out in secondary legislation.
