I put in place with the Permanent Secretary a formal recusal process which means I have no involvement in any decisions or sight of advice related to incinerator policy. All decisions on this policy will be taken by a junior Minister in the department who has no relevant interest.</del></p><p><del class="ministerial">As I stated at the EFRA Select Committee on 26 March 2024, I had previously flagged my constituency interest, and had said the policy needed to be delegated to another minister, recognising the importance of the Ministerial Code in terms of conflicts of interests, and also the perception of any conflicts of interest. However, to mark the fourth anniversary of Brexit, on 31<sup>st</sup> January this year, the Department for Business and Trade published an overview of Brexit successes: <a href="https://www.gov.uk/government/publications/brexit-4th-anniversary-update" target="_blank">Brexit 4th Anniversary</a></p><p>Since the referendum the UK has grown faster than Germany, Italy, and Japan. Latest figures show that UK exports are £8<ins class="ministerial">62</ins><del class="ministerial">55</del>bn in current prices and <ins class="ministerial">2</ins><del class="ministerial">1</del>% above pre-COVID (2018) levels when adjusting for inflation. answer	answer is ministerial correction date of answer 04/04/2024 answer text <p>The Rehabilitation of Offenders Act 1974 (the ROA) sets out when an offender is considered to be ‘rehabilitated’ for the purposes of the Act and the relevant rehabilitation periods for cautions and convictions (also referred to as when a caution or a conviction become ‘spent’). This does not mean that an offence is dropped from their record, rather that the offender only needs to disclose the spent caution or conviction in some circumstances.</p><p>The ROA also provides that where a person commits another offence before the first has become spent, then the rehabilitation periods <ins class="ministerial">for all sentences</ins> are extended to the longest period. <ins class="ministerial">This is set out in section 6 of the ROA and referred to as ‘the drag on effect’.</ins> The ROA sets out that<del class="ministerial">, as with other indeterminate sentences, IPP sentences</del> <ins class="ministerial">Imprisonment for Public Protection (IPP) and Detention for Public Protection (DPP) sentences are excluded from rehabilitation and therefore</ins> can never become spent, regardless of whether the licence is terminated or not. <del class="ministerial">The same, therefore, applies to any unspent caution or conviction imposed on the offender prior to the IPP sentence.</del></p><p><del class="ministerial">We have taken action through the Victims and Prisoners Bill to curtail IPP licence periods to give offenders the opportunity to move on with their lives. Whether the ROA should be reviewed in the light of these changes would require further consideration in the context of indeterminate sentences generally.</del></p><p><ins class="ministerial">A conviction imposed on an offender before a sentence of IPP will not be spent if, at the time the IPP or DPP was imposed, the sentence for that conviction was still in its rehabilitation period. As the Foreign Secretary made clear on his recent visit to the Falkland Islands and in his meeting with Argentine Foreign Minister Mondino at the G20 in February, as long as the Islanders wish to remain part of the UK family, there can be no discussions on sovereignty. At their meeting on 17 January, the Foreign Secretary and President Milei discussed how to enhance UK-Argentina relations through greater cooperation on areas of mutual interest including trade, education, culture and enhancing people to people links. On the Falkland Islands, the Foreign Secretary and President Milei said they would agree to disagree, and do so politely.</del></p><p><ins class="ministerial">The Government is discussing with our partners how to use immobilised assets to support Ukraine. G7 Leaders have tasked Ministries to continue working on these issues and to report back ahead of the Leaders' Summit in June. answer	answer is ministerial correction date of answer 20/03/2024 answer text <p>We are in the third year of the current <ins class="ministerial">six</ins><del class="ministerial">6</del>-year £5.2 billion <a href="https://www.gov.uk/government/publications/flood-and-coastal-erosion-risk-management-an-investment-plan-for-2021-to-2027" target="_blank">Flood and Coastal Erosion Risk Management (FCERM) investment programme</a>. This investment programme will better protect hundreds of thousands of homes and businesses from flooding and coastal erosion. At the end of March 2023, approximately £1.5 billion of this funding has been invested with 60,000 properties better protected from flooding and coastal erosion. This was delivered through over 200 completed schemes.</p><p> </p><p>Below is a table which shows properties better protected by Local Authority boundary between April 2021 and March 2023. The figures include Environment Agency, Local Authority, and Internal Drainage Board flood and coastal risk management projects that fall within that boundary. We are unable to provide a breakdown of the type of flood defences for each authority. However, the Environment Agency’s <a href="https://www.gov.uk/government/publications/programme-of-flood-and-coastal-erosion-risk-management-schemes" target="_blank">Programme of flood and coastal erosion risk management</a> shows completed FCERM schemes within the previous <ins class="ministerial">six</ins><del class="ministerial">6</del>-year investment programme (2015-2021), and the first year of the current capital investment programme (2021-2027) which are now better protecting homes.</p><p> </p><p>Each year the Environment Agency also produced a <a href="https://www.gov.uk/government/publications/flood-and-coastal-risk-management-national-report" target="_blank">summary </a>of flood and coastal erosion risk management work carried out by risk management authorities in England. This is required under Section 18 of the Flood and Water Management Act 2010. When the current FCERM investment programme ends, after March 2027, the Environment Agency will publish a report with a breakdown of spending, similar to the report published in <a href="https://www.gov.uk/government/publications/flood-and-coastal-erosion-risk-management-capital-investment-programme-headline-benefits/flood-and-coastal-erosion-risk-management-assessment-of-benefit-of-the-2015-to-2021-capital-investment-programme#:~:text=Between%202015%20and%202021%20government,flood%20and%20coastal%20erosion%20risk." target="_blank">2022</a> after the 2015-2021 investment programme.</p><p> </p><p>Please see the table attached. It’s not information we hold.</ins></p><p><ins class="ministerial">All asylum claimants are subject to mandatory security checks to confirm their identity and to link it to their biometric details for the purpose of immigration, security and criminality checks. These checks are critical to the delivery of a safe and secure immigration system.</ins></p><p><ins class="ministerial">If the asylum claimant is aged 16 years or over, their fingerprints will be checked against those fingerprints held on the police biometric database, IDENT1. An asylum decision-maker will be able to confirm the presence of a criminal offence charge.
