The review was commissioned by Her Majesty's Treasury at the 2020 Spending Review. Future funding is subject to decisions at the next Spending Review.

The Turing Scheme is an international education mobility scheme, providing funding for around 35,000 students in universities, colleges and schools to study or gain work experience overseas, starting in September 2021.
