Since the roundtable, we understand that Keep Britain Tidy has been working with the tobacco industry to develop a non-regulatory producer responsibility scheme for smoking related litter.</p><p> </p><p>We are watching this work with interest as it could provide a more rapid means of securing significant investment from the industry to tackle this litter than taking legislative action. We have been clear that any such scheme must be developed in accordance with the Framework Convention on Tobacco Control (FCTC), the FCTC guidelines and the Local Government Declaration on Tobacco Control.</p><p> </p><p>If smoking related litter continues to be a significant environmental concern, we will reflect on the steps the Government can take to ensure that the tobacco industry takes more responsibility. Most planning applications are determined by planning officers through a local planning authority’s scheme of delegation. Where decisions need to be made by committee, we have introduced legislation that allow council planning committee meetings to be held virtually for a temporary period to allow the determination of applications to continue. answer	answer is ministerial correction date of answer 09/11/2020 answer text <p>The UK Government is of the view that it would not be appropriate to impose an all-postal vote for the local and mayoral elections in England, and the Police and Crime Commissioner elections in England and Wales, in May 2021. All-postal voting increases fraud risks, and removes choice from voters who wish to cast their vote in person.</p><p>Postal voting on demand already allows any registered elector to vote by post.</p><p>The Government is working with the electoral administrators and Public Health England to identify and resolve challenges involved in delivering the May 2021 elections, including ensuring polling stations are safe and covid-secure places to vote. NHS England/ Improvement are responsible for commissioning health services, including substance misuse treatment, in prisons and data on treatment in prisons is collected by Public Health England through the National Drug Treatment Monitoring System. We are working with health and justice partners through the National Partnership Agreement for Prison Healthcare in England 2018 to 2021 to address substance misuse in prisons.</p><p>The latest publication of Offender Needs in the <em>Identified needs of offenders in Custody and the Community from Offender Assessment System (OASys)</em> publication with data as at June 2018, found that 45% of offenders in custody with a full OASys assessment had a drugs misuse need and 17% assessed had an alcohol misuse need. The Department has recently set Levels of Ambition for D&amp;I, backed by action plans that will be regularly assured and reported on. There is a palpable energy for change, from across Defence personnel, and to harness this and create real momentum we have directed that D&amp;I will be a high-priority programme, taken forward on a sustained and enduring basis, across the whole of Defence. To lead this exciting agenda, we are seeking to appoint a senior D&amp;I professional as Director and Senior Responsible Officer.</p><p> </p><p>Defence strongly believes that Diversity and Inclusion is critical to Defence achieving its mission; if we are to safeguard the security, stability and prosperity of our nation, we must recruit and retain the best people drawn from the broadest diversity of thought, skills and background.
