answer	answer is ministerial correction date of answer 07/01/2019 answer text <p>The Office for National Statistics (ONS) announced a new treatment of student loans in the public sector finances and national accounts on 17 December 2018. The decision by the ONS relates to the recording of student loans in the national accounts and public sector finances. Prior to the announcement of the ONS review, the government had already launched the Review of Post-18 Education and Funding in which, amongst other features of the system, funding is being considered.</p><p> </p><p>The review is considering how to ensure that the education system for those aged 18 years and over is accessible to all, is supported by a funding system that provides value for money and works for students and taxpayers. The MOD is presently working with Departments across Government to clarify the precise requirement for military support. Until that work is completed it is not possible to provide a breakdown of what percentage will comprise Regular and Reserve forces. The UK funded a project in the 2017/2018 financial year which supported civil society to advocate changes to the Press and Publication Law. This amended law is currently at its third reading in the Palestinian Authority (PA) Cabinet and we continue to push for its adoption. The Human Rights Watch report has made some serious and concerning allegations about human rights violations by the PA and we have raised our concerns with the Palestinian Ministry of Interior. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>The Five Year Forward View for Mental Health is at the heart of Government plans to transform mental health services and a key part of this is ensuring a reduction in waiting times for key services.</p><p> </p><p>Following publication of the Five Year Forward View, the Government agreed the following waiting times and access targets with NHS England to be achieved by 2020/21:</p><p> </p><p>- For accessing ‘Improving Access to Psychological Therapies’ services 75% of referrals should be seen within six weeks and 95% should be seen within 18 weeks;</p><p>- For eating disorder services 95% of referrals should be seen within four weeks for routine cases and 95% of urgent referrals should be seen within one week; and</p><p>- For the Early Intervention in Psychosis programme 50% of people experiencing a first episode of psychosis should start a National Institute for Health and Care Excellence recommended package of care within two weeks of referral, rising to 60%.</p><p> </p><p>We are on track to meet these targets, which are tracked on the Five Year Forward View dashboard.
