answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>The government plans to invest nearly £7 billion during the 2018/19 academic year, to ensure there is a place in education or training for every 16 to 19 year old who wants one. This is made up of £5.7 billion as set out in the 2018/19 published 16 to 19 allocations (available at the following link: <a href="https://www.gov.uk/government/publications/16-to-19-allocation-data-2018-to-2019-academic-year" target="_blank">https://www.gov.uk/government/publications/16-to-19-allocation-data-2018-to-2019-academic-year</a>.) along with our estimates of: additional high needs funding from the Dedicated Schools Grant that will be invested by local authorities in young people with complex special educational needs or disabilities (whose support costs more than schools and colleges can meet from their annual budget); and investment in apprenticeships for 16 to 18 year olds.</p><p>By 2020, funding in adult skills participation will have increased through maintaining the Adult Education Budget at £1.5 billion per annum, by investing nearly £2.5 billion in apprenticeships per year, double what was spent in 2010, and by extending the reach of Advanced Learner loans so that funding has been available to meet demand. In addition, the total amount of investment in skills through the European Social Fund (ESF) is between £250 and £300 million per annum. answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>There are currently 38 colleges that are subject to a notice to improve for financial health.</p><p>The published response to the insolvency consultation stated that, using data and assumptions available at that time, over the first ten years of the insolvency policy (commences April 2019), an additional 63 colleges could meet the current triggers for a notice.</p><p>The Education and Skills Funding Agency (ESFA) has published an Early Intervention and Prevention strategy, which is available at the following link: <a href="https://www.gov.uk/government/publications/college-funding-early-intervention-and-prevention/early-intervention-strategy" target="_blank">https://www.gov.uk/government/publications/college-funding-early-intervention-and-prevention/early-intervention-strategy</a>. This strategy outlines how the ESFA works with colleges where data shows that they could be at risk of failure.</p><p>In addition, the ESFA is improving and increasing the financial information that it requests from colleges, which will be analysed by integrated expert teams, and is developing a strengthened approach to intervention and prevention approaches in advance of financial crisis.</p><p>The department is also updating improved guidance for college governors, due later this month, to highlight governors’ fiduciary duties. They are in the process of appointing National Leaders of Governance to deliver sector-led support (alongside the National Leaders of Further Education). This average class funding figure is based on the underlying data from the IFS’s 2017 report, converted into 2018-19 prices using the GDP deflator, which gives a per-pupil funding figure for primary schools of £4,891.41 in 2018-19. It is not additional funding for the trust. With each advance, there will be a mutually agreed schedule of monthly reductions to offset the advance.</p><p> </p><p>The department continues to work with the sector to build capacity and expertise in financial management and support effective school resource management with specialist advisers, three year financial forecasting and developing buying hubs and national deals for all schools. Information on the finances of the multi-academy trust (MAT) they intend to join is available through the schools financial benchmarking tool, found here:</p><p><a href="https://schools-financial-benchmarking.service.gov.uk/" target="_blank">https://schools-financial-benchmarking.service.gov.uk/</a>.</p><p>Information on the people involved in the governance of the trust is available, from either the trust’s own website, or the Get Information about Schools website here:</p><p><a href="https://get-information-schools.service.gov.uk/" target="_blank">https://get-information-schools.service.gov.uk/</a>.</p><p>The department encourages Governing Bodies to consider this information before applying to become an academy.</p><p> </p><p>In addition, where a school is applying for an academy order to become an academy and join a trust, the Regional Schools Commissioner (RSC) will consider the financial health of the school and the MAT the school is joining as part of a robust assessment of the ability of the MAT to run the school. The Governing Body of a maintained school can decide not to proceed with conversion before an academy funding agreement is entered into.</p><p> </p><p>There are different arrangements when a school is directed to become an academy. In this situation, the RSC, with advice from their Headteacher Board, identifies an approved sponsor to run the school. The finances of the school, MAT and the MATs ability to run and improve the school are key elements that inform the decision.
