answer	answer is ministerial correction date of answer 31/10/2018 answer text <p><del class="ministerial">We have provided a comprehensive funding settlement that enables police forces to carry out their important work and meet their financial obligations, including national insurance contributions.</del></p><p><del class="ministerial">In 2018/19 we increased total investment in the police system by over £460m. This includes £280m in force funding from increases in Council Tax precept income.</del></p><p><ins class="ministerial">From January 2017 to January 2018, 12 children exited the Independent Child Trafficking Advocate (ICTA) service because they turned 18. The data collected by the Home Office is anonymised for evaluation purposes. It is therefore not possible to cross-reference this with decision-making data from the National Referral Mechanism (NRM). More information on the ICTA service and children who exited support can be found in the Interim Report published by the Home Office in July, and the accompanying data tables on <a href="https://www.gov.uk/government/publications/an-assessment-of-independent-child-trafficking-advocates-interim-findings" target="_blank">Gov.UK</a>.</ins></p><p><ins class="ministerial"> On turning 18, any young person who is awaiting an NRM decision, becomes eligible for support from The Salvation Army through the Victim Care Contract. This includes outreach and accommodation support where necessary. We are currently preparing to retender this contact which will be operational from 1 April 2020 and will include drop in services for up to 6 months post-conclusive grounds decision. As with the vast majority of NHS services, the funding and commissioning of palliative and end of life care, is a local matter, over which individual National Health Service commissioners have responsibility. Local commissioners are best placed to understand the needs of local populations and commission services to meet those needs accordingly. The only exception to this are a small number specialist paediatric palliative care inpatient services, commissioned nationally by NHS England from <ins class="ministerial">ten centres </ins><del class="ministerial">eight centres</del> across England as part of its remit to deliver specialised services.</p><p> </p><p>Much of the routine palliative care patients receive will be provided either in outpatient or community settings, by nurses, community teams or general practitioners as part of general NHS services provision, rather than as an identified palliative care service. In such services, data are either not available or does not identify palliative treatment. In addition, social and voluntary sector organisations can provide additional support to patients at the end of life. Therefore, figures for the total cost of palliative care service for children nationally, or across local areas, is not available. Decisions regarding referral to local palliative care services will be made on the basis of clinical need.</p><p><br /> The following table shows information regarding funding provided via the Children’s Hospice Grant to hospices in the North and in Wirral over the last eight years.
