answer	answer is ministerial correction date of answer 27/07/2018 answer text <p>The Immigration Health Surcharge was introduced on 6 April 2015 and ensures that temporary non-EEA migrants who come to the UK to work, study or join family for more than six months make a financial contribution to the NHS. <br>The surcharge rate has remained at £200 per person per year of leave granted since 2015, with a discounted rate of £150 per person per year for students. The rate for applicants in the Youth Mobility Scheme category was reduced to £150 per year when the general surcharge exemption for Australian and New Zealand nationals was rescinded in 2016. <br>The Government plans to double the surcharge later this year, subject to Parliamentary approval. This is achieved through a multi- layered system of capabilities, including: people, technology, intelligence, and joint working. Border Force is committed to ensuring that passengers arriving in the UK receive an excellent service. Operational units across the Home Office actively monitor workflows to ensure sufficient resources are in place to meet demand.</p><p>We are investing in new technology, like e-Passport gates and motion detection technology, to improve security and prevent illegal entry to the UK to improve security, benefit passengers and deliver efficiencies. Border Force invested a total of £90.4m in new technology and capability in 15-16 and 16-17 combined and a further £63.5m in 17-18.</p><p>The Home Office and Border Force is working with other Government Departments to develop our future approach at the border. There is no specific reference in the NHS Supply Chain model to potential savings outside of the National Health Service, but as part of their Category Strategies providers can develop potential savings for identified life-cycle and patient pathways.</p><p> </p><p>The NHS has multiple channels to market for innovators and every effort is made to ensure that innovations required by the NHS, are introduced with minimal delay. The National Institute for Health and Care Excellence (NICE) is the independent body responsible for developing authoritative, evidence-based guidance for the National Health Service. NICE’s guidance is based on a thorough assessment of the available evidence and is developed through extensive engagement with stakeholders. NICE has not yet published its final guideline on abdominal aortic aneurysm and has recently consulted publicly on its draft guidance.
