The National Archives monitors compliance and regularly conducts and publishes Information Management Assessments of departments.</p><p>The Government accepted Sir Alex Allan's recommendations, published on 17 December 2015, that more needs to be done to ensure that departments are capturing and maintaining accurate records. We intend to publish the outcomes of this project in due course. While we do not support mandating universities to implement the system we intend to encourage wider take up, on a voluntary basis, by universities and colleges with the appetite and technical infrastructure to adopt the model. Government has been reviewing these proposals, and negotiating devolution agreements where appropriate. The proposals received vary significantly in detail and scope, with several taking the form of an early expression of interest or statement of intent.</p><p> </p><p>Work on devolution issues is resourced according to business need. HM Treasury staff working on English devolution are supported by departmental spending teams and other specialist officials, the Department for Communities and Local Government’s Cities and Local Growth Unit and other government departments. HM Revenue and Customs (HMRC) has processed UK tax credit change of circumstances in an average of less than ten days during the current tax year and is meeting all internal targets for dealing with changes.
