answer text
Our vision for children with SEN and disabilities is the same as that for all children and young people – that they achieve well in their early years, at school and in college, that they find employment; lead happy and fulfilled lives; and experience choice and control. All schools must make admission decisions over those with Special Educational Needs and disabilities (SEND) fairly, and where a child with SEND meets the admission criteria of a selective school, this will allow them to access the benefits of education at that school just the same as for any other pupil. We also expect selective schools to support the wider school system by being engines of academic and social achievement for all pupils, whatever their background and whatever their ability, and we are consulting on how we can ensure this is the case.

The information requested is presented in the table below. The latest statistics providing the number of pupils with special educational needs (SEN) in schools broken down by school and admission policy can be found in the underlying data of the ‘Special educational needs in England: January 2016’ statistical first release: <a href="https://www.gov.uk/government/statistics/special-educational-needs-in-england-january-2016" answer text
The most recent published figures for the five A* to C (including English and maths) measure, including breakdowns by prior attainment, were published in January 2016 in the 2015 revised Statistical First Release for GCSE and equivalent results.[1]

A new secondary school accountability system has been implemented from 2016, and five A* to C (including English and maths) is no longer a headline measure. Provisional data for the suite of new secondary headline measures was published in October 2016 and the breakdown for one of the measures, Attainment 8, is available in the 2016 Statistical First Release for GCSE and equivalent results.[2]

The Department does not publish the data requested broken down by Local Authority selection policy. answer text
All initial teacher training (ITT) courses must ensure that trainee teachers can meet the Teachers’ Standards in full. The standards require trainees to have a clear understanding of the needs of all pupils, including those with special educational needs and disabilities (SEND). Teachers must also be able to adapt teaching to the needs of all pupils, and have an understanding of the factors that can inhibit learning and how to overcome them.

In July 2016, the Government published a new framework of core content for ITT, developed by an expert group chaired by Stephen Munday CBE. The new framework includes detailed content on SEND training, with emphasis on speech language and communication needs (SLCN). It specifies that: “Providers should ensure that trainees understand the principles of the SEND Code of Practice, are confident working with the four broad areas of need it identifies, and are able to adapt teaching strategies to ensure that pupils with SEND (including, but not limited to, autism, dyslexia, attention deficit hyperactivity disorder (ADHD), sensory impairment or speech, and language and communication needs (SLCN)) can access and progress within the curriculum.”

The new framework of content will help to ensure that all trainee teachers are equipped with the skills and knowledge they need to meet the Teachers’ Standards at the appropriate level.

The new framework of core content for ITT can be found here:

https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/536890/Framework_Report_11_July_2016_Final.pdf.
