answer	answer is ministerial correction date of answer 04/07/2016 answer text The Government’s focus is on addressing the root causes of irregular migration so as to reduce the need for people to make perilous journeys to Europe. We have taken action to tackle smugglers and save lives at sea: HMS Enterprise is deployed as part of the EU’s counter migration operation, Operation Sophia. The UK has rescued almost 18,000 people, and disrupted suspected people smugglers, in the Mediterranean since 2015. At the G7 Summit in Japan on 27 May, the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), announced that the UK will work on a plan to boost the capability of the Libyan coastguard to stem the flow of illegal migration across the Mediterranean into Europe. Following adoption of the UN Security Council Resolution 2292 on 14 June, we are working with EU partners to ensure Op Sophia can begin its new taskings as soon as possible, including capacity building for the Libyan Coastguard. As the Prime Minister announced following the June European Council, RFA Mounts Bay will also be deployed to stop the flow of weapons to terrorists, particularly Daesh, in Libya. We are also pressing for an end to the removal of medical equipment from convoys by the regime, the evacuation of critical medical cases and regular access to healthcare for besieged populations.</p><p>Since the passing of the ISSG’s 1<sup>st</sup> June deadline, there has been some progress, including regime approval in principle for land access to all of the areas requested in the UN’s access plan for June. The Syrian regime must now deliver on its commitment to allow land access to all besieged areas.</p><p>The international community will be watching progress closely. The Prime Minister has been clear on the need to do more to break the business model of the people smugglers. At the G7 Summit in Japan on 27 May, he announced that the UK will work to agree a plan to boost the capability of the Libyan coastguard to help stem the flow of illegal migration across the Mediterranean into Europe. Prime Minister Serraj wrote to EU High Representative for Foreign Affairs, Federica Mogherini, on 21 May requesting cooperation with the EU on the training of the Libyan coastguard. Once a detailed plan has been agreed with the Libyan authorities, the UK will send a training team to assist in its implementation, and as soon as the relevant permissions and UN Security Council Resolution are in place, we will deploy a naval vessel to the South Central Mediterranean to combat arms trafficking in the region. This includes UN sources, INGO reports, open sources such as social media, and our internal government sources which includes UK Defence Intelligence reports. This comes from government sources, foreign governments, the media and international non-governmental organisations. Saudi Arabia has publicly stated that it is investigating reports of alleged violations of IHL, and that lessons will be acted upon. The key test for our continued arms exports to Saudi Arabia in relation to IHL is whether there is a clear risk that those weapons might be used in a serious violation of IHL. We are currently conducting further research and working with the sector to understand what, if any, legislative requirements are needed and envisage this work being completed this year.
