answer text <p>I have recently returned from the US where I had a meeting with the Executive Director of UN Women and others active in the field to discuss the Commission on the Status of Women that will be held in March next year. This is the principal global event on womens’ rights organised by the UN.</p><p> </p><p>In the summer we hosted two global events – a summit with a focus on preventing sexual violence in conflict, which generated strong international support; and a girl summit, which brought together a range of international stakeholders to accelerate momentum in tackling child, early and forced marriage and female genital mutilation.</p><p> </p> more like this

answer text <p>The department’s THINK! road safety campaign recently launched its 50 years of drink drive campaigning on the 7<sup>th</sup> November. The campaign has used the 50 year milestone to mark the progress made in reducing drink drive deaths on our road while underlining that – with 230 lives lost in 2012 – there is still a long way to go. answer text <p>Since 2002, through five Statutory Instruments, 78 wrecks have been designated under the Protection of Military Remains Act 1986 as either Protected Places or Controlled Sites. The last Statutory Instrument (SI 2012/1110) came into force on 1 June 2012.</p><p>Ministry of Defence officials are considering which ships (from potentially more than 5,000) should be included in the next Statutory Instrument but I cannot yet give a timetable for the conclusion of that work.</p> more like this

answer text <p>Local authorities are responsible for commissioning the NHS Health Check programme. Data is collected quarterly on offers and uptake and returned to Public Health England (PHE). PHE is not able to provide data on the Gillingham and Rainham constituency or the South East as these are not defined areas for data purposes. Data for Medway, Kent and the South of England are shown below (Kent, Surrey and Sussex, Thames Valley, Wessex, Devon, Cornwall and Somerset, Avon, Gloucestershire and Wiltshire) together with England data.</p><p> </p><p> </p><p> </p><p>For Medway, the eligible population of 84,700, from which 24,613 people (29.1%) have been offered an NHS Health Check in the five quarters since the programme moved to local authorities in April 2013. 10,460 people (12.3%) have received an NHS Health Check in that time. This represents an uptake rate of 42.5%.</p><p> </p><p> </p><p> </p><p>For Kent, the eligible population of 450,487, from which 132,057 people (29.3%) have been offered an NHS Health Check in the five quarters since the programme moved to local authorities in April 2013. 42,998 people (9.5%) have received an NHS Health Check in that time. This represents an uptake rate of 32.6%.</p><p> </p><p> </p><p> </p><p>For South England, which includes Kent, Surrey and Sussex, Thames Valley, Wessex, Devon, Cornwall and Somerset, Avon, Gloucestershire and Wiltshire, the eligible population of 4,194,522, from which 889,806 people (21.2%) have been offered an NHS Health Check in the five quarters since the programme moved to local authorities in April 2013. 360,863 people (8.6%) have received an NHS Health Check in that time. This represents an uptake rate of 40.6%.</p><p> </p><p> </p><p> </p><p>For England, the eligible population of 15,449,660, from which 3,570,090 people (23.1%) have been offered an NHS Health Check in the five quarters since the programme moved to local authorities in April 2013. 1,715,419 people (11.1%) have received an NHS Health Check in that time. This represents an uptake rate of 48%.</p><p> </p>

answer text <p>The estimated impact and outcomes of the NHS Health Check programme are based on economic modelling published by the Department in 2008.</p><p> </p><p> </p><p> </p><p>The Department’s Policy Research Programme (PRP) has commissioned two independent studies on the NHS Health Check programme, both of which are currently ongoing. One study is being led by Queen Mary’s School of Medicine and Dentistry, the other by Imperial College London. There are also a number of research projects, within both the Policy Research Programme (PRP) and National Institute for Health Research portfolios, which will have relevance for different aspects of NHS Health Checks and other related services.</p><p> </p><p> </p><p> </p><p>In addition to these peer-reviewed academic research projects, there are multiple local evaluations of the programme being undertaken.</p><p> </p><p> </p><p> </p><p>Public Health England, which supports local government in their responsibility to implement NHS Health Checks throughout the country, has set up an Expert Scientific and Clinical Advisory Panel to bring greater scientific rigour to the programme. The panel is due to publish a research and evaluation strategy which will establish a clear outline of the research and evaluation priorities for the future implementation of the programme.</p><p> </p>

answer text <p>The Next Steps Commissioning Guidance developed by the Department for primary care trusts explicitly recognises the merit of pharmacy involvement for NHS Health Check programme.</p><p> </p><p> </p><p> </p><p>While the majority of NHS Health Checks are presently carried out within general practices, a growing number are being delivered by community pharmacy.</p><p> </p><p>Public Health England (PHE) is currently conducting a survey to further enhance its understanding of the involvement of pharmacies in NHS Health Check.</p><p> </p><p> </p><p> </p><p>PHE has been engaging local authorities and pharmacy providers to explore the benefits of using community pharmacy as a provider of the NHS Health Check. Consequently, several local authorities and pharmacy stores are exploring potential pilots, including Leeds Council and Asda. Learning from these pilots will be shared through the NHS Health Check learning network, which is managed by PHE.</p><p> </p> more like this

There are high penalties available for these serious offences, for example revenue fraud offences carry a maximum penalty of seven years' imprisonment. Sentencing in individual cases is a matter for our independent courts.</p><p> </p><p>This Government is committed to stepping up action to deal with this problem. In 2011, HMRC and Border Force published a comprehensive strategy, <em>Tackling Tobacco Smuggling</em> <em>– building on our success</em>, for tackling tobacco smuggling to address the source, supply and demand for illicit tobacco products in the UK.
