answer text <p>There is no threat to the UK’s National Health Service from TTIP. This was confirmed again by the European Commission’s chief negotiator Ignacio Garcia Bercero at a meeting organised to the All Party Parliamentary Group on TTIP this week.</p><p> </p><p> </p><p> </p><p>The chief negotiator outlined that EU public services are automatically excluded from all EU trade in service market liberalisation agreements. Publicly funded health services are specifically excluded. Member states decide how to deliver their public services and can change the delivery model at any time. TTIP will not change the fact that it is up to UK Government alone to decide how UK public services, including the NHS, are run.</p><p> </p> more like this

answer text <p>This Government has taken action to tackle the taxpayer-funded subsidies that previously were handed to the trade unions. Such payments were poor value for money and represented an unhealthy relationship between the state and voluntary sector.</p><p> </p><p>Trade union activities and campaigning in the public sector should be funded by members' subscriptions, not bankrolled by the taxpayer. Greater freedom from state dependency will help ensure that trade union bosses better reflect and respond to the wishes and views of the grassroots members who pay the bill.</p><p> </p><p>Following the Cabinet Office review of the use of facility time and facilities in the civil service, the Department for Communities and Local Government has made a series of reforms:</p><p> </p><p> </p><p> </p><ul><li>Cutting back the guideline facility allocation to close to private sector benchmarks;</li><li>All trade union representatives must now spend the majority of their time in Civil Service roles – we no longer fund full-time “pilgrims”;</li><li>The Department no longer provides any funding for staff to carry out trade union activities;</li><li>Tighter controls have been implemented to prevent inappropriate use of departmental and office facilities for campaigning purposes;</li><li>The check-off facility has been ended for new entrants.</li></ul><p> </p><p>In 2013-14, the first year of the new regime, departmental facility time staffing costs were reduced to £47,620. To place in context, previous years were £153,814 in 2012-13, £140,687 in 2011-12, £177,100 in 2009-10 and £245,644 in 2008-09.</p><p> </p><p>Figures for our public bodies are shown in the attached table, and show a total reduction of £222,303 in 2013-14 on the year before. There are additional further sayings from a reduction in union expenses (now zero across the Department and our public bodies).</p><p> </p><p>We have also issued guidance to councils to follow our example in delivering sensible savings. We have amended the local government Transparency Code to increase openness and accountability over such taxpayer-funded payments to the trade unions.</p>

answer text <p>We are actively promoting female role models on our new ‘Women in Enterprise’ web page (<a href="http://www.greatbusiness.gov.uk/women-in-enterprise/" target="_blank">http://www.greatbusiness.gov.uk/women-in-enterprise/</a> ) and as part of our Great Business campaign. We have invested £1.9m in the Get Mentoring project, which recruited and trained over 6000 mentors to specifically support female entrepreneurs. We announced earlier this month that we would build on this programme by holding a series of ‘Meet a Mentor’ events for women in venues across the UK.</p><p> </p> more like this

answer text <p>I have recently returned from the US where I had a meeting with the Executive Director of UN Women and others active in the field to discuss the Commission on the Status of Women that will be held in March next year. This is the principal global event on womens’ rights organised by the UN.</p><p> </p><p>In the summer we hosted two global events – a summit with a focus on preventing sexual violence in conflict, which generated strong international support; and a girl summit, which brought together a range of international stakeholders to accelerate momentum in tackling child, early and forced marriage and female genital mutilation.</p><p> </p> more like this

answer text <p>The coalition government takes seriously all forms of hate crime, including anti-Muslim hatred. We have legislation in place to protect people from hostility, hatred and violence.<br><br>In May, we published our refreshed cross-Government hate crime action plan—Challenge it, Report it, Stop it, setting out the progress we have made and further steps we will take to address the issue. Specific actions to tackle anti-Muslim hatred include supporting educational workshops for young people, running a series of regional roadshows across the country to engage with communities, and publishing new hate crime guidance for police officers which provides advice on dealing with anti-Muslim hatred.<br><br>We also continue to support the work of cross-government Anti-Muslim Hatred Working Group, which includes community representatives, to identify what more can be done to prevent anti-Muslim hatred, and respond to any emerging issues.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.<br><br>The Home Office does not disaggregate religious hate crime by religion. We only hold recorded hate crime data at the police force area level and for the previous three years. answer text <p>Arrests related to hate crime are not separately identifiable from arrests data reported centrally to the Home Office.<br><br>Data provided by the Ministry of Justice on the number of defendants proceeded against at magistrates' court for offences relating to acts intended to stir up religious hatred or hatred on the grounds of sexual orientation, under Sections 29B to 29G of the Public Order Act 1986, in England, from 2004-2013 (latest data available) can be viewed in table 1. The data held centrally by the Ministry of Justice on court proceedings do not specifically identify whether the offence prosecuted was on grounds of religious hatred or sexual orientation.<br><br>The number of defendants proceeded against at magistrates' court for offences relating to acts intended to stir up religious hatred or hatred on the grounds of sexual orientation, under Sections 29B to 29G of the Public Order Act 1986, in Greater London, from 2004-2013 (latest data available) can be viewed in table 2.<br><br>Data for the offences requested is not available at constituency level.</p><p> </p><p> </p><p> </p>

As part of the consideration of each young person’s case, the court will look at their background, their reasons for offending, the welfare of the child and any relevant history including time spent in care. It may not always be in the young persons’ interest to severely criminalise low level first time sexual offending, but rather to address the offending behaviour which reduces the risk of reoffending.
