Much work is also underway to ensure we have a balanced devolution settlement - fair to people in all parts of the United Kingdom.</p><p>For Scotland, we are implementing the Scotland Act 2012, we have published a Command Paper on the parties' proposals for further devolution and Lord Smith of Kelvin is overseeing the cross-party process to take forward the devolution commitments for Scotland. For Wales, the Wales Bill is progressing through Parliament and the Secretary of State has met the Welsh Leaders of the political parties in Westminster and there will be further discussions with them and with political leaders in the Assembly in the coming weeks. In England, work continues to devolve more powers from Whitehall to our cities and regions and the Government is examining the various constitutional issues that arise from further devolution, including the so-called West Lothian Question. Local authorities are independent employers and my Department does not collect detailed information about the remuneration of senior local authority staff.</p><p> </p><p>Local authorities are required to publish details of the remuneration of their most senior employees in their annual Statements of Accounts. This includes information about salary, fees, allowances, expenses, employer’s pension contribution and other benefits. Statements of Accounts must be available for public inspection including on an authority’s website.</p><p> </p><p>The Government has taken steps to further increase the transparency and accountability of local decisions on pay and reward through the local government transparency code. On 3 October, the Department further strengthened the public’s ability to scrutinise councils by including a requirement in the code that councils publish information on salaries of employees earning £50,000 or more, as well as a range of other pay and workforce information.</p><p>In addition, measures introduced in the Localism Act 2011 require authorities to publish an annual statement explaining their policies toward the pay and reward of their staff, particularly senior staff. It does, however, collect figures on the numbers of residential planning applications decided and granted by each local planning authority. In addition support will be available through Job Centre Plus, the Skills Funding Agency and other local partners.</p><p> </p><p> </p><p> </p><p>Government is committed to working with industry through the Defence Growth Partnership to help identify and capitalise on opportunities for growth, building on our strengths in areas such as air capabilities. The DGP’s Implementation Plan, launched by the Prime Minister at the Farnborough Airshow in July, builds on the Strategic Vision published last year and will help industry maximise defence exports through a new UK Defence Solutions Centre and a strengthened UKTI DSO.</p><p> </p><p> </p><p> </p><p>For the civil aerospace sector Government and industry set out a joint strategy and implementation plan for growth in the Aerospace Industrial Strategy published in March 2013. answer	answer is ministerial correction date of answer 17/10/2014 answer text <p>There are no plans to reform the Telephone Preference Service (TPS) itself, as research published by the Office of Communications (Ofcom) on 23 July 2014 has shown that TPS registration reduces unsolicited marketing calls by a third. Whilst also having the wider benefit of reducing all types of nuisance calls by an average of a third.</p><p> </p><p>Legislative and non-legislative measures were outlined in our Nuisance Calls Action Plan of 30 March: <a href="https://www.gov.uk/government/news/nuisance-calls-ction-plan-unveiled" target="_blank">https://www.gov.uk/government/news/nuisance-calls-action-plan-unveiled</a> . The plan includes Ofcom and the communications providers’ progress in enabling calls to be traced, where the calling number is withheld or deliberately disguised, as it is currently difficult for ICO and Ofcom to take action where the calling number is unknown.</p><p> </p><p>Consent and lead generation issues are also being considered by the Taskforce led by Which?, as consent can be unwittingly given to companies, resulting in calls to TPS registered consumers. We look forward to receiving the results from this Taskforce by the end of the year.</p><p> </p><p>We have additionally ensured that Ofcom can now share information with ICO with greater ease, about the conduct of companies who may be breaching the TPS by making unsolicited marketing calls. We are also soon to consult to lower the legal threshold. Friend the Secretary of State for Defence the Member for Sevenoaks (Michael Fallon) laid a Written Ministerial Statement on 9 September 2014 (Official Report, column 33WS) on the gifting of military equipment to the Government of Iraq, including the Kurdish Regional Government. The UK is also facilitating the transport of weapons and ammunition from allied countries.
