The Gambling White Paper, published in April this year, outlines a balanced and proportionate package of measures in response.</p><p>The White Paper committed to introducing a statutory levy charged to gambling operators to raise trusted, ring-fenced funding for research into, and the prevention and treatment of, gambling-related harms. The Department for Culture, Media and Sport has since launched a public consultation on the structure, distribution, and governance of the levy, which closes on 14 December.</p><p>We propose that the levy provides sustainable funding for HM Government to develop a co-ordinated approach to prevention at local, regional, and national levels. It will provide investment for organisations, including in the third sector, for harm-prevention activities across Great Britain. This will facilitate more upstream interventions in the prevention of gambling-related harms, and will raise awareness of harms and support pathways.</p><p>In England, the NHS Long-term Plan committed to expanding the geographical coverage of NHS services in England for people with serious gambling problems through the creation of 15 specialist gambling clinics by 2023/24, with £15 million of funding over this same period. Twelve of the 15 planned clinics are now open, with representation across every part of England. It is particularly important to take steps to protect vulnerable groups, including young people, from risks associated with online gambling.</p><p>In April the Department for Culture, Media and Sport published a White Paper following our review of the Gambling Act 2005. The White Paper outlined a series of measures to tackle practices and products which can drive harm and to ensure that people who are at risk of gambling harm and addiction are protected. These include new, frictionless financial risk checks, a stake limit for online slots games, improvements to customer-led tools, and tougher restrictions on bonuses and direct marketing. These measures will be complemented by strengthened informational messaging about the risks associated with gambling. The White Paper also contained a commitment to introduce a new statutory levy paid by operators to fund research, prevention, and treatment. answer	answer is ministerial correction date of answer 13/12/2023 answer text <p>Primary care services play an important role in supporting people with mental health conditions, including in helping them to access the most appropriate services for their needs.</p><p>As set out in the NHS Mental Health Implementation Plan, 15 new National Health Service specialist problem gambling clinics will be opened by March 2024. This will include piloting provision for children under 18 years old. Twelve of these clinics are already operational with the remaining three expected to open by the end of the year. Through the clinics, representing every region of England, the NHS will be able to treat up to 3,000 people experiencing gambling-related harm each year.</p><p>In April 2023, the Government published its white paper, <em>High Stakes – gambling reform for the digital age</em>. This announced the introduction of a statutory levy on gambling operators to fund research, prevention, and treatment of gambling-related harms. Once operational, the levy will help to expand and improve existing treatment and support service to ensure those in need are able to access the right care at the right time. Victims of terrorism in Great Britain are provided with practical and emotional support from specialist service providers, enabling them to cope with the immediate impact of a terrorist attack and to recover from the longer-term consequences. This includes, but is not limited to, preventative support such as wellbeing services, digital content, access to trained mental health first aiders, interventional support, and appointments with clinical staff.</p><p> </p><p>For Armed Forces personnel requiring mental healthcare, the Defence Medical Services (DMS) provides a responsive, flexible, accessible, and comprehensive treatment service. This is available in the UK and overseas firm base (non-deployed, permanent locations) and on operations as required. answer	answer is ministerial correction date of answer 18/12/2023 answer text <p>Service Personnel who have been assessed and diagnosed with a mental health need are able to access the Ministry of Defence community mental health services for up to six months after discharge, to provide continuity of care during the transition period, until appropriate handover to the National Health Service and other services can be completed as required.</p><p>In April 2023, NHS England commissioned Op COURAGE which is the veterans’ mental health and wellbeing service providing a comprehensive mental health treatment pathway to respond to veterans’ needs. Access to Op COURAGE is via referral or by direct contact from veterans. There is ever increasing investment in this area with the highest level to date in 2023/2024 with planned spend of £23.5 million. Following the withdrawal of troops from Afghanistan, an additional £2.7 million was pledged over three years until March 2025, to expand Op COURAGE services to support those experiencing complex mental and/or physical trauma or alcohol and substance misuse.</p><p>The Government is providing an additional £10 million to support the Veterans’ Places, People and Pathways Programme to increase support to a significant community of vulnerable veterans throughout the United Kingdom and enable it to become self-sustaining.</p> answering member printed Lord Markham question first answered 18/12/2023 18:12:17 answering member 4948 label Biography information for Lord Markham
