answer text <p>Entitlement to Personal Independence Payment (PIP) is assessed on the basis of the needs arising from a health condition or disability, rather than the health condition or disability itself. Award rates and their durations are set on an individual basis, based on the claimant’s needs and the likelihood of those needs changing. Award reviews allow for the correct rate of PIP to remain in payment, including where needs have increased as a consequence of a congenital, degenerative, or progressive condition.</p><p> </p><p>We recognise that attending a PIP assessment can be a stressful experience, which is why we do not carry out face-to-face assessments where there is enough existing evidence to determine benefit entitlement, whether on a new claim or on review. Where there is sufficient evidence on which to make an assessment, the claimant will be assessed on a paper basis. Where a telephone, video, or face-to-face assessment is required, companions are encouraged to attend and can play an active role, which can be particularly helpful for claimants with mental, cognitive, or intellectual impairments who may not be able to provide an accurate account of their condition due to a lack of understanding or unrealistic expectations of their ability.</p><p> </p><p>We announced in the Shaping Future Support: Health and Disability Green Paper, that we will test a new Severe Disability Group (SDG) so that those with severe and lifelong conditions can benefit from a simplified process to access PIP, ESA and UC without needing to go through a face-to-face assessment, or frequent reassessments. We will consider the test results once complete to influence thinking on the next stages of this work.</p>

answer text <p>The Government will publish an update to the Rail Network Enhancement Pipeline as soon as possible to provide clarity on funding for the delivery of rail upgrades in Wales.</p><p>We are fully committed to rail infrastructure improvement in Wales with recent investment totalling £390m. answer text <p>The Loan Charge was independently reviewed by Lord Morse in 2019, who considered the impacts of the policy on individuals. The Government recognised the impact of the Loan Charge and accepted 19 of the 20 recommendations made by Lord Morse. These changes, such as removing loans made before 9 December 2010 from the scope of the Loan Charge, reduced the impact of the policy and removed aspects which were of wider concern.</p><p> </p><p>However, taxpayers can still face large tax bills which may have significant impact. That is why HMRC puts support for those affected at the core of its work to collect the Loan Charge and bring cases to settlement.</p><p> </p><p>As well as the options available for managing tax bills, individuals affected by the Loan Charge are also supported by HMRC’s Extra Support teams. These are teams of trained advisors who, where appropriate, signpost taxpayers to Voluntary and Community organisations. HMRC and Samaritans are currently working together to deliver an 18-month project to further strengthen the support offered to taxpayers.</p><p> </p><p>There are no plans for a further independent review.</p>

answer text <p>The Government and the Financial Conduct Authority (FCA) expect financial services firms to take whatever steps they can to support and provide appropriate level of care to their customers. This includes offering tailored support to customers struggling to pay their mortgage or other loans.</p><p> </p><p>In June 2022, the FCA published ‘Dear CEO’ letters to firms and reiterated the FCA’s expectations on firms dealing with borrowers in financial difficulty. This includes expectations on firms to provide appropriate level of care and support to their customers; to give borrowers in financial difficulty appropriate tailored forbearance that is in their interests taking account of their individual circumstances; and to support borrowers showing signs of financial difficulty or struggling with debt, by making them aware of and helping them access money guidance or free debt advice.</p><p> </p><p>More recently, the FCA published findings from their comprehensive review of firms’ treatment of borrowers in financial difficulty following the pandemic and is taking action to ensure high standards.</p><p> </p><p>To help people in problem debt, the Government launched the Breathing Space scheme in England and Wales in 2021. The scheme gives eligible people in problem debt who receive professional debt advice access to a 60-day period in which enforcement action is paused and most fees, charges and interest are frozen.</p>

answer text <p>We are committed to working with international partners to mitigate the impact of Russia's actions globally. The UK regularly engages with international counterparts, including the US and South Africa, across a range of defence and economic interests in the region. Most recently, the Foreign Secretary met with US Secretary of State Antony Blinken on 17 January to discuss how we can best support Ukraine in the face of Russian aggression. The Minister for Development and Africa, Andrew Mitchell also discussed a range of issues, including the Ukraine conflict, with South African Deputy Foreign Minister Botes on 19 January. Our High Commission in Pretoria regularly engages South African counterparts on Russia-related matters, and keeps in close touch with US colleagues.</p> more like this

answer text <p>I have regular discussions with the Transport Secretary on a range of transport issues, including infrastructure in Wales.</p><p>We have recently announced a further £2.7 million study with Welsh Government, funded by the UK Government, to develop options for new stations and services on the South Wales Main Line.</p><p>The study follows Lord Hendy’s recommendations from his review of transport connectivity across the UK, which put forward the need to relieve congestion on the M4. A series of options will be considered as part of this study, among which is the development of five brand new stations between Cardiff and Severn Tunnel.</p> more like this
