answer text
The Government actively supports and funds the development and dissemination of techniques that replace, reduce, and refine the use of animals in research (the 3Rs).  This is achieved primarily through funding from UK Research and Innovation (UKRI) for the National Centre for the 3Rs (NC3Rs), which works nationally and internationally to drive the uptake of 3Rs technologies and ensure that advances in the 3Rs are reflected in policy, practice, and regulations on animal research. Since the NC3Rs was launched in 2004, it has committed £100 million in research to develop 3Rs technologies and its scientific staff have led research projects, in collaboration with academic and industry partners, that have been used to inform changes in policy and regulations on the use of animals in research.
more like this

answer text
At COP26, the UK announced the £65 million Just Rural Transition Support Programme to support developing countries design and implement approaches that help farmers build resilience and drive investment into more sustainable methods of agriculture. This builds on £9 million of current UK Government support to the Just Rural Transition which is helping countries to take initial steps to implement sustainable land use policies and practices. This is also a priority domestically. Following our exit from the European Union, England has begun a programme of ambitious agriculture reform. This new policy will, over a gradual transition period, phase out the area-based EU style subsidies and instead introduce a package of voluntary grants and continuous payments which reward farmers for environmental outcomes, increase productivity and support investment in technology.

It is clear that global food and agriculture systems are central drivers of climate change, contributing up to 33% of global Greenhouse Gas Emissions and are the leading driver of biodiversity loss. Through the COP26 campaign on Accelerating Transition to Sustainable Agriculture, the UK COP Presidency raised visibility and mobilised action for transformation in agriculture, land use and food systems, essential to ensure sustainable food production for a growing population whilst building resilience for farmers and a just transition to reduce emissions and reversing harmful impacts on biodiversity.

answer text
Animal testing is only authorised where there is scientific benefit, to people, animals or the environment, and only when all aspects of the Animals (Scientific Procedures) Act 1986 have been fulfilled. This includes testing only being authorised after successful completion of a harm benefit assessment, when there are no scientifically satisfactory alternative methods and where the principles of the 3Rs (Replacement, Reduction and Refinement) have been fully applied.

The statistics have shown a continual decline in the requirement for testing of the irritancy of substances to the eye. This decline has largely been due to the successful development and approval of non-animal methods. The Government continues to be committed to the full implementation of the 3Rs and for developing new 3Rs techniques through support to the National Centre for the 3Rs.
more like this

answer text
The Government are committed to phasing out confinement systems and supporting the industry to do so, not least to underpin UK food security. However, as reiterated by the Minister for Farming, Fisheries and Food at the ‘End the Cage Age’ debate held in June, we do need to work carefully and sensitively with the pig and poultry sectors as any transition must be done with, rather than against, these industries.

This is an extremely challenging time for Britain’s farmers, with enormously increased input costs — of food, fuel and fertiliser — affecting almost all production systems to a greater or lesser extent, and of course for the general public who are faced with significant challenges around the cost of living.

So, any decisions by Government on this issue, including timing of consultations, must be carefully considered in light of these wider, and clearly highly important, priorities. We have a course of action in play and will progress with our plans to transition away from use of cages in farming systems as soon as the time is right.

answer text
The Government is clear that the use of animals in science is justified, for the benefits it brings to human, animal and environmental health and safety.

The Government is committed to assuring that those animals used in science are protected. The legal framework in the UK requires that animals are only ever used in scientific procedures where there are no alternatives, where the number of animals used is the minimum needed to achieve the scientific benefit, and where the potential harm to animals is limited to that needed to achieve the scientific benefit.

The Government continues to actively support and fund alternatives to the use of animals. The National Centre for the Replacement, Refinement, and Reduction of Animals in Research (NC3Rs) leads on developing and sharing techniques in the UK and internationally.

Since the NC3Rs was launched in 2004, it has invested £77 million in research towards developing new approaches to Replace, Reduce and Refine the use of animals in scientific procedures, and an additional £32 million through its CRACK IT programme for SMEs and universities to work with the pharmaceutical and chemical industries on collaborative 3Rs projects that aim to generate commercial opportunities in this area.
