Half of these children are estimated to have disabilities. Adults and children in institutions are experiencing care, food, water, essential medication and fuel shortages, and institutions are reported to have been direct targets of Russian attacks.</p><p>The UK will continue to help to protect people fleeing the conflict in Ukraine. However, employers may still choose to continue to include COVID-19 in risk assessments. Employers should also continue to comply with the requirements for cleaning, ventilation and welfare facilities in the Workplace (Health, Safety and Welfare) Regulations 1992 or the Construction (Design and Management) Regulations 2015 to control occupational health and safety risks. All non-commercial dogs, cats and ferrets entering Great Britain on approved routes (every route other than Republic of Ireland, Northern Ireland, and the Crown Dependencies) under the Pet Travel rules undergo 100% documentary and identity checks by authorised pet checkers.</p><p> </p><p>To enter Great Britain pets must have been implanted with a microchip or have a legible tattoo imprinted prior to 3 July 2011. A pet’s identity is checked by ensuring that the microchip or tattoo details correspond to the details in the pet’s documentation, which includes the date of birth of the pet animal. Carriers can refer suspected non-compliances to the Animal and Plant Health Agency (APHA), including cases where any dog appears underage. APHA staff are highly trained to deal with intercepted shipments.</p><p> </p><p>APHA works collaboratively with Border Force and other operational partners at ports, airports and inland, sharing intelligence to enforce the Pet Travel rules, disrupt illegal imports, safeguard the welfare of animals and seize non-compliant animals.</p><p> </p><p>The Animal Welfare (Kept Animals) Bill was introduced in Parliament on 8 June 2021 and completed committee on 18 November 2021. This included proposals to ban the commercial and non-commercial movement into Great Britain of puppies under the age of six months. We are currently analysing the responses to the consultation and will publish a summary response in due course. Firstly, it recommends an increase in funding for a range of early intervention services. In the autumn Budget and Spending Review 2021<strong>, </strong>the government announced a £500 million package for families. This includes £300 million to transform ‘Start for Life’ services and create a network of family hubs in half of the council areas in England, and a £200 million uplift to the Supporting Families programme. The additional Supporting Families funding represents around a 40% real-terms uplift for the programme by the 2024/25 financial year, taking total planned investment across the next three years to £695 million. This funding will help up to 300,000 more families facing multiple, interconnected issues to access effective support and improve their life outcomes. It will also continue to reduce the pressure on reactive, statutory services as the system starts to rebalance away from intervening at crisis point.</p><p>The report’s other recommendations include a legal duty for early help, and additional data collection on early help.
