answer text <p>The Environment Agency (EA) assesses the emissions from new energy from waste (EfW) plants as part of its permitting process.</p><p> </p><p>The EA has assessed the impact of emissions from the proposed plant on air quality. The permit assessment process includes a comparison of the maximum predicted concentrations of different pollutants from the plant against the relevant air quality standards, also taking into account the levels of background pollution already present in the area. The EA will not grant a permit for an EfW plant if it could have a significant impact on air quality.</p><p> </p><p>The EA is currently carrying out a public consultation on this application and the consultation documents contain the EA’s assessment of the emissions from the plant and the measures proposed to regulate those emissions should the permit be granted.</p> more like this

answer text <p>Local authorities take the lead on monitoring levels of air pollution within their boundaries. City of Bradford Metropolitan District Council (CBMDC) was one of eight local authorities directed in October 2018, as part of the supplement to the 2017 UK Plan for Tackling Roadside Nitrogen Dioxide (NO<sub>2</sub>) Concentrations, to develop a local plan to tackle identified NO<sub>2</sub> exceedances, following a Government-funded targeted feasibility study conducted by the council. This study identified persistent long-term exceedances of legal NO<sub>2</sub> limit values in and around the city centre including the Shipley area, and that without further action CBMDC would not be compliant with legal NO<sub>2</sub> limits until 2027.</p><p> </p><p>Following approval of its plan early this year, CBMDC was subsequently directed and funded to introduce a charging Clean Air Zone in late 2021 that will cover the city centre, Canal Road corridor, Shipley and Saltaire, enabling CBMDC to achieve compliance by 2022.</p>

answer text <p>Offenders who are recalled to custody solely for a breach of the curfew conditions of their HDC licence must serve the remainder of their custodial term before being released after they have reached their automatic release date at the half-way point of the sentence.</p><p>Offenders who are on HDC and recalled to custody for breach of the other conditions attached to their licence by, for example, failing to comply with probation supervision or commiting an offence, may be dealt with by a “standard” or fixed-term recall, depending on the circumstances. In cases where the Secretary of State is not satisfied that the offender may be safely released at the end of the fixed term period, they will be given a standard recall and will be required to remain in custody until the end of the sentence, unless released earlier by the Parole Board or Secretary of State. Offenders on HDC who are given a fixed-term recall of 14 days (for sentences under 12 months) or 28 days will be released after the fixed-term has been served, or at the automatic release date, whichever is later.</p><p>It is not possible readily to show the number of offenders on HDC throughout each month and, therefore, the proportion of those who were reported for a potential breach. answer text <p>Every death in custody is a tragedy, and we are committed to delivering meaningful and lasting change to prevent deaths in custody.</p><p>The Independent Office for Police Conduct (IOPC) publish figures for deaths during or following police contact each year. The data includes ethnicity but does not state whether restraint caused the death. This report presents figures on deaths during or following police contact that happened within a financial year.</p><p> </p><p>These figures cover deaths that happen whilst a person is being arrested or taken into detention, including deaths that occur in or on the way to hospital following transfer from the scene of arrest or police custody. They do not include suicides that occur after a person has been released from police custody. It provides a definitive set of figures for England and Wales, and an overview of the nature and circumstances in which these deaths occurred.</p><p>Figures on annual deaths during or following police contact statistics are published on the IOPC website</p>
