answer text <p>On 20th April, my Rt. Hon. Friend Mr Chancellor of the Exchequer announced a £1.25 billion coronavirus package to protect firms driving innovation in the UK. This included £750 million of targeted support for the most R&amp;D intensive small and medium size firms which will be available through Innovate UK’s grants and loan scheme.</p><p> </p><p>The Government has since confirmed that up to £500 million of this is for existing customers including £20<ins class="ministerial">0</ins> million of accelerated payments and up to £30<ins class="ministerial">0</ins> million for continuity grants and loans. £20 million of the remainder has been used to double the number of businesses receiving funding through the Innovate UK call for business led innovation in response to the crisis which was open to new customers. Over 800 companies have been successful in this competition. Innovate UK has also allocated up to £39 million to increase the business advisory support services available new and existing high-growth potential SMEs.</p><p> </p><p>The final part of this package was announced on the 27<sup>th</sup> June. The £191 million Sustainable Innovation Fund is open to new customers to help cutting-edge companies of all sizes recover, grow, and drive a re-building economy as well as support new green innovations, unleashing the sustainable industries of the future along the way.</p><p> </p><p>Beyond the Fast-Response competition, it is currently too early to state the number of businesses that have accessed this funding</p>

answer text <p>Income tax is calculated on arrears of state pension for the tax year in which the pensioner was entitled to receive it, and not in the year in which a lump sum is paid.</p><p> </p><p>Where arrears of state pension are paid, income tax will only be due on any income that exceeds the personal allowance for the respective tax year.</p><p> </p><p>In addition, HM Revenue and Customs <del class="ministerial">can</del> <ins class="ministerial">will </ins>only collect income tax for the current tax year and the four preceding tax years<ins class="ministerial"> for arrears payments made due to DWP error</ins>. answer text <p><del class="ministerial">Joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) would open up new opportunities for our exporters in strategically important sectors, helping to support an industrial revival in the UK. Trade with members of CPTPP already benefits the region. In 2018, Shropshire and Staffordshire exported around £431m worth of goods to CPTPP countries and imported around £801m worth of goods from CPTPP countries[1]. In 2019, the West Midlands as a whole exported over £2.4 billion worth of goods to CPTPP member countries, representing around 8 per cent of the region’s exports. The West Midlands imported over £1.9 billion worth of goods from CPTPP member countries, representing just over 5% of goods imports to the region[2].</del></p><p> </p><p><del class="ministerial">Before applying, we will publish an outline approach and a scoping assessment setting out our negotiating objectives and the economic impact and benefits of accession.</del></p><p> </p><p><del class="ministerial">At that stage, we will provide a formal response to the government’s public consultation on the UK potentially seeking accession to CPTPP, outlining how our decisions and approach to accession have been informed by the submissions received from members of the public, businesses and civil society organisations. answer text <p>We are implementing our compartmentalisation strategy (isolating the symptomatic; quarantining new arrivals; and shielding the vulnerable) in the prison estate. The latest PHE modelling indicates this strategy has shown early signs of success. We are increasing headroom in the prison estate to better enable prisons to implement compartmentalisation and reduce the number of prisoners sharing cells. This has been actioned through a combination of the early release of low-risk offenders, provision of temporary accommodation and expediting remand hearings to reduce the unsentenced population.</p><p> </p><p>We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.</p><p> </p><p>Upon arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including health concerns.</p><p> </p><p>The table below identifies the number of prisoners, broken down by establishment, sharing cells holding two or more people as at 27 March, 24 April and 29 May 2020. answer text <p>We are implementing our compartmentalisation strategy (isolating the symptomatic; quarantining new arrivals; and shielding the vulnerable) in the prison estate. The latest PHE modelling indicates this strategy has shown early signs of success. We are increasing headroom in the prison estate to better enable prisons to implement compartmentalisation and reduce the number of prisoners sharing cells. This has been actioned through a combination of the early release of low-risk offenders, provision of temporary accommodation and expediting remand hearings to reduce the unsentenced population.</p><p> </p><p>We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.</p><p> </p><p>Upon arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including health concerns.</p><p> </p><p>The table below identifies the number of prisoners, broken down by establishment, sharing cells holding two or more people as at 27 March, 24 April and 29 May 2020. answer text <p>While we are rightly focusing on taking action to tackle the immediate Covid-19 crisis, we continue to prioritise efforts to deal with the serious challenges of climate change.</p><p> </p><p>The Government remains committed to achieving net zero emissions by 2050. We will continue backing this objective by funding programmes that accelerate the shift to electrification. For example, the Faraday Challenge is providing £274 million to ensure the UK leads the world in the design, development, and manufacture of batteries for the electrification of vehicles.</p><p> </p><p>The 2017 Made Smarter Review highlighted the economic <del class="ministerial">(£455bn GVA + 175,000 jobs)</del><ins class="ministerial">and</ins> environmental opportunities <del class="ministerial">(4.5% reduction in CO2 emissions)</del> for the UK’s manufacturing sector until 2027. This includes £455 billion Gross Value Added, the creation of 175,000 jobs, and a 4.5% reduction in CO2 emissions. The development of low carbon technologies will benefit the UK economy, as well as reduce carbon emissions, including through the creation of new jobs.</p><p> </p><p>We will establish the world’s first net zero carbon industrial cluster by 2040 and at least one low carbon cluster by 2030. This is the second mission under the Clean Growth Grand Challenge, launched in December 2018, and is the most relevant to those manufacturing industries that often co-locate in clusters. UK Research &amp; Innovation is delivering up to £170 million to support the deployment of low carbon technologies in one or more clusters.</p>

answer text <p>My Rt Hon. Friend the Secretary of State for International Trade and I have been sorry to see the violence that has taken place in the United States of America.</p><p> </p><p>All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria (‘Consolidated Criteria’). In reaching a decision, the Department for International Trade receives advice from a number of Departments including the Ministry of Defence and the Foreign and Commonwealth Office. Together, we draw on all available information, including reports from NGOs and our diplomatic missions. The Consolidated Criteria provides a thorough risk assessment framework and requires us to think hard about the impact of exporting any equipment. These are not decisions my Department takes lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.</p><p> </p><p>Any licence granted by my Rt Hon. Friend the Secretary of State for International Trade may be subject to conditions. In addition, in line with the Consolidated Criteria, my Department is able to review licences – and suspend or revoke as necessary – when circumstances require. There are currently <del class="ministerial">nine</del> <ins class="ministerial">eight </ins>extant licences that may be linked to law enforcement agencies. Six are Open Individual Export Licences (‘OIELs’), which have potential end users that include law enforcement agencies. <del class="ministerial">Three</del> <ins class="ministerial">Two </ins>are Standard Individual Export Licences (‘SIELs’), which have numerous potential end users that include law enforcement agencies. There are also 15 Open General Licences (‘OGLs’) for which businesses can register that cover the export of anti-riot gear.</p><p> </p><p>Much information is in the public domain already. We publish information on all export licences issued, refused and revoked on a quarterly and annual basis as official statistics on GOV.UK – at: gov.uk/government/collections/strategic-export-controls-licensing-data – and whilst data on actual exports is not required to be centrally held, the licences issued until the end of December 2019 are available.</p>
