answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>In the development of each national tariff, NHS England and NHS Improvement undertakes an overall assessment of the impact of proposals. While this provides an overall assessment of impact, detailed feedback on proposed prices for individual HRGs (units of healthcare) is sought from clinical Expert Working Groups (EWGs). This is to ensure that the published tariff supports clinical practice.</p><p>For the 2017/19 tariff (set for two years), the prices for BZ91 were increased following EWG feedback. However, for the 2019/20 tariff the EWG advised that increasing the prices was no longer appropriate. The EWG felt that there had been a significant change in clinical practice since the 2017/19 prices were set, with a shift to performing minimally invasive glaucoma surgery (MIGS), which are significantly cheaper, rather than open/tube glaucoma procedures. Based on diagnosis and procedure codes entered into patient records, MIGS activity is assigned to the HRG BZ91. However, the current codes do not allow differentiation between MIGS and non-MIGS activity. This means that BZ91 covers procedures of different levels of resource use.</p><p>Reference costs are collected and published annually and the latest published data is for the financial year 2017-18. answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The Department responded to the Prevention of Future Deaths Report issued by the Assistant Coroner for the Eastern Area of Greater London following the inquest into the death of Sophie Holman on 24 April 2019.</p><p>Publication of the Department’s response is a matter for the Chief Coroner as set out in Coroners (investigations) Regulations 2013.</p><p>The Government is committed to doing all it can to ensure the National Health Service learns from tragic, avoidable deaths and provides high quality, safe care for all patients. This is demonstrated by publication of the NHS Patient Safety Strategy on 2 July 2019. answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The government’s loneliness strategy, ‘A connected society - A strategy for tackling loneliness’, recognises that, while increasingly we understand the impact of loneliness, there is less certainty about its drivers and what works to tackle it. As a result, the strategy did not set a quantitative target for change. Rather it sets out the government's commitment to establishing a clearer picture of the prevalence of loneliness, through a new national measure and by developing the evidence base on what works. It commits government to publishing annual progress reports that provide an update on the implementation of the policies set out in the strategy, as well as the development of additional policies. As government reviews its approach, and further learning is generated, government will explore the possibility – and suitability – of setting a quantitative target for change. This is not likely to be possible for some years, as it will take time for sufficient data and learning to be available. Government is exploring various mechanisms for doing this and an update on progress will be provided in the first annual report on tackling loneliness, expected to be published later this year.</p><p><strong> </strong></p><p>The guidance for the Family Test is currently being refreshed and consideration of loneliness is included in the draft text. We have been fully participating in Horizon Europe negotiations, and are pleased with the significant progress and constructive way in which Member States and EU Institutions have worked together.</p><p> </p><p>After the UK leaves the EU, we will build on existing relationships in Brussels and seek to influence Horizon Europe in line with UK priorities. The Horizon Europe programme must be finalised before we can make an informed decision on future participation. We would not be able to seek association until the Programme has been adopted and we have exited the EU.</p><p> </p><p>The Government is committed to backing UK researchers and innovators by supporting measures to enable world-class collaborative research, including support for small businesses. answer	answer is ministerial correction date of answer 17/07/2019 answer text <p>The Government is committed to tackling all forms of violence against women and girls. Since 2016 we have pledged increased funding of £100m to support victims of violence against women and girls (VAWG).</p><p>The funding has been used for specific services for victims and survivors of sexual violence. This includes £12.5m provided by the Ministry of Justice, of which £7.2m was allocated to 97 rape support services across England and Wales and £4.7m to Police and Crime Commissioners (PCCs) to deliver local support services for victims of Child Sexual Abuse across England and Wales.</p><p>From April 2019, rape and sexual abuse support services received an £800,000 increase in funding, allowing them to help more victims of sexual violence including recent and non-recent child sexual abuse. This funding, now totalling £24 million over the next three years, will help provide advice, support and counselling to victims of these appalling crimes. We have also provided £150,000 per year core grant funding to national third sector organisations who support victims of rape and sexual violence since 2011.</p><p>We are also supporting victims of domestic and sexual abuse through the £17m VAWG Transformation Fund. From 2017 to 2020, the Government is funding 41 local areas to promote early intervention and prevention.</p><p>In addition funding has been allocated across a range of projects focused on supporting those affected by domestic abuse including; £8m specifically for children; £2m for female offenders; and £2m to improve the health service response to domestic abuse.</p><p>In November 2018, we announced £22m to provide over 2,220 new beds in refuges and other safe accommodation – supporting more than 19,000 survivors with a safe space to rebuild their lives.</p><p>There are a range of other Government funding sources which are supporting victims of domestic and sexual abuse including; the £15m Police Transformation Fund; the £9m Tampon Tax Fund; the £16.9m Children’s Social Care Innovation Fund; £27m of funding to support 47 Sexual Assault Referral Centres (SARCs) in England and; £63m of annual funding to PCCs for Victims Services.</p><p>The Government has also recently committed to provide over £1m of funding per year, until 2021/22, for the seven national helplines which provide support to victims of domestic abuse, victims of stalking, perpetrators of abuse, victims of revenge porn and victims of honour-based abuse.</p><p>As part of the Government’s continued commitment to tackle VAWG, this year we have published the draft Domestic Abuse Bill and the VAWG strategy refresh.</p> answering member constituency Louth and Horncastle answering member printed Victoria Atkins question first answered 17/07/2019 16:33:14 answering member 4399 label Biography information for Victoria Atkins

answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>The Government has consulted with Members from all sides of the House on a range of issues relating to the UK’s withdrawal from, and future relationship with the EU.</p><p>If the UK leaves the EU without a deal, the UK would implement a temporary tariff regime that takes a balanced approach to support the UK economy as a whole. It will maintain open trade on the majority of UK imports, to support consumers and business supply chains, but retain necessary tariff protection for particular sectors of the UK economy. This would apply for up to 12 months while a full consultation, and review on a permanent approach, is undertaken.</p><p>As a responsible government we’ve been preparing to minimise any disruption in the event of no deal for over three years.
