answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>All schools, including academies, have a duty under the Children and Families Act 2014 to identify and support the special educational needs and disabilities of pupils, whether or not they have an Education, Health and Care (EHC) plan.</p><p>Where a child has an EHC plan, the local authority that issued it has a statutory duty to ensure that the specified special educational provision is delivered by the named school, which could be an academy. If a parent believes a school is not delivering the support specified for their child in an EHC plan, they can take this up with the school through its published complaints procedure or directly with the local authority.</p><p>If this does not resolve the parent’s concerns, either the parent or the local authority is able to ask the Department for Education for a determination on whether the school has failed to carry out a statutory duty or has done so in an unreasonable way. Where officials find that a school has failed to carry out a statutory duty or has done so in an unreasonable way, they can make an order on behalf of my right hon. I underlined to them the UK's enduring support for human rights around the world. My officials and I continue to raise human rights concerns in our contacts with the Egyptian authorities. As set out in my responses to previous questions (3559 and 3560) tabled by the Honourable Member for Leeds North East, we have urged the Egyptian authorities to release journalists and political detainees. answer	answer is ministerial correction date of answer 28/10/2019 answer text <p>​Egypt is a Foreign and Commonwealth Office Human Rights Priority Country and the UK continues to urge the Egyptian Government to ensure the full implementation of the rights and freedoms set out in Egypt's constitution. We have concerns about mass detentions and sentencing, prison conditions, access to justice, and restrictions on freedom of expression and the media. We regularly raise these and other issues with the Egyptian Government, both in public and in private, and including at Ministerial level. We have raised our serious concerns about recent arrests on several occasions in both London and Cairo, most recently on 23 October. In July 2019, the UK published the document 'UK Support for Human Rights Defenders' that sets out our ongoing dedication to supporting and protecting human rights defenders worldwide. Our work to support human rights defenders across our global network of posts takes its inspiration from the UN Declaration on Human Rights Defenders; it includes attending trials, making public statements, raising cases privately with the host government, and lobbying for safe and open space for within which civil society and human rights defenders can operate.
