answer text <p>A variety of products have been available for some time to assist different types of litigant with the costs of claims, including court fees, such as after the event insurance.</p><p>Third party litigation funding is typically used as a form of funding in very high value commercial litigation.</p><p>Support for paying court fees is available for people bringing courts and tribunals proceedings through the Help with Fees scheme, subject to meeting the capital and income tests. Under this scheme, those who qualify may have their court fees remitted in part or in full.</p> more like this

answer text <p>Following completion of the population build up at HMP Berwyn and delivery of a new houseblock at HMP Stocken, the capacity of the prison estate is currently forecast to remain stable at approximately 80,300 certified normal accommodation and 88,300 operational capacity from 2019 onwards.</p><p> </p><p>The Government set out its ambition for a reformed prison estate in the November 2016 Prison Safety and Reform White Paper. Our reforms will close down ageing and ineffective prisons and replace them with buildings fit for today’s demands. The new prison estate will create the physical conditions for Governors to achieve better educational, training and rehabilitation outcomes.</p><p> </p><p>The delivery dates for this programme have not yet been set, so the impact is not yet included in capacity forecasts.</p> more like this

Public protection is our top priority and CRCs must ensure they have sufficient levels of competent and appropriately trained staff to deliver their contractual obligations.</p><p> </p><p>We continue to closely monitor CRCs as part of our robust contract management and assurance process.</p> more like this

answer text <p>Senior officials regularly meet with London CRC to hold them to account for delivery, including through actions of the HMPPS Contract Management Team. The performance of London Community Rehabilitation Company (CRC) has been below our expectations. That is why a taskforce was established in 2016 as a result of the concerns raised by our contract compliance team and HMI Probation. Since then, London CRC has developed a comprehensive action plan and bolstered its senior leadership. They have revised their staffing structures to ensure that caseloads are manageable and robust action is being taken in relation to under-performance.</p><p> </p><p>Further work is also being carried out by HMPPS Contract Management team to drive better performance in the area of enforcement across all CRC contracts.</p><p> </p><p>Public protection is our top priority and we will take all necessary action to make sure the probation system is reducing reoffending and preventing future victims.</p> more like this

answer text <p>In August 2017, the Ministry of Justice published its annual Prison Population Projections bulletin 2017 to 2022. As at 10th November the total prison population was 86,163, which is well within our published range for November 2017.</p><p> </p><p>Prison numbers can fluctuate, which is why we have a robust set of plans in place to ensure we will always have enough places for offenders committed to custody by the courts. This includes modernising the estate and building new accommodation.</p><p> </p> more like this

answer text <p>Under section 152 of the Criminal Justice Act 2003, a court is required, before considering imposing a custodial sentence, to be satisfied that the offence is so serious that only a custodial sentence can be justified. In 2016 the independent Sentencing Council issued a guideline on the imposition of community and custodial sentences, to clarify the appropriate circumstances for imposing community sentences, suspended sentence orders and short custodial sentences.</p> more like this
