These talks explored aspects of the Withdrawal Agreement and the Political Declaration and sought to reach a compromise, but at the time, this was unsuccessful. This is why we have put forward a serious offer to the EU. It is a fair and reasonable compromise for all sides that respects the referendum. Between 2015/16 and 2018/19 the revenue raised from the Surcharge surpassed the forecasted contribution, so the excess was put towards compensating victims of violent crime through the Criminal Injuries Compensation Scheme.
