answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>‘Building the Right Support’, published in 2015 by NHS England, the Local Government Association and the Association of Directors of Adult Social Services is the national plan in England for reducing the number of people with learning disabilities or autistic people who are in a mental health inpatient setting. It set out a clear framework for commissioners to reduce inpatient capacity by developing more community services for people with learning disabilities or autistic people with behaviour that challenges.</p><p>The NHS Long Term Plan commits to implementing the ‘Building the Right Support’ plan in full, achieving a 50% reduction in the number of people with a learning disability or autism who are inpatients in mental health settings (compared to the figure in 2015) by the end of 2023/24 and ensuring that every local economy has specialist community provision. As part of the NHS’s cash increase of £33.9bn a year by 2023-24 and outlined in their long-term plan, the NHS will provide better support for people with dementia through a more active focus on supporting people in the community. Friend the Prime Minister’s recent decision to make the Minister for the Northern Powerhouse and Local Growth a joint appointment between the Department for Business, Energy and Industrial Strategy and and Ministry for Housing, Communities and Local Government. This builds on the commitment at Autumn Budget 2018 to refresh the Northern Powerhouse Strategy.</p><p>The Strategy will be developed across government and in partnership with external stakeholders, including mayoral combined authorities, Local Enterprise Partnerships and civic and business leaders, to ensure the whole of the North of England benefits from government investment with a clear plan for improved productivity and prosperity. Natural England is working with landowners and land managers through its uplands programme to develop long term management plans to bring and keep moorlands and peatlands, including those in Yorkshire prone to wildfire, in favourable condition.
