answer text <p>Local authorities already have powers to deal with hire bicycles if they are causing an obstruction or nuisance, and are also able to introduce local byelaws as appropriate. The Government will continue to monitor the impacts of bike hire schemes and to work with local authorities and scheme operators as appropriate on ways of addressing any problems that arise.</p><p> </p> more like this

The department recently produced guides, aimed specifically at commercial drivers, to help reduce the severity and impact of a diesel spill. Highways England is also looking at ways to improve how our own staff and service providers respond and deal with spillages. In April 2019, the department commenced a research project to understand the causes of fire in commercial vehicles.</p><p> </p><p>The department does not have evidence of what role litter plays in these incidents. As set out in the Litter Strategy for England (2017), the Government is committed to reducing the amount of litter on our network.</p>

answer text <p>The Department for Transport supports the development of routes where there is high propensity for increasing functional cycling and walking journeys in a cost-effective way in line with the Government’s Cycling and Walking Strategy, and we are working with 46 local authorities to develop Local Cycling and Walking Infrastructure Plans.</p><p> </p><p>In doing this, the department needs to take account of additional liabilities resulting from any granting of public access to, or transfer of, parts of the Historical Rail Estate that could create short or long-term improvement or maintenance costs to Highways England. The department believes that in such circumstances a transfer of the assets to the relevant local authority is the appropriate way forward so that the local authority can ensure that the relevant property conforms to local policies and that safety, security and long-term maintenance issues are addressed.</p><p> </p><p>Departmental officials are willing to support discussions relating to any such transfers.</p><p> </p>

This is due to Highways England having a statutory duty under Section 89 of the Environmental Protection Act 1990<a href="https://www.cleanhighways.co.uk/legislation/environmental-protection-act-section-891-duty-to-keep-land-clear-of-litter" target="_blank"><em><em> </em></em></a>to ensure, so far as is practicable, that its land and highways are kept clear of litter and refuse.</p> more like this

answer text <p>Keeping the UK’s border secure is our priority. The decisions to expand ePassport gate eligibility and remove the requirement to complete a landing card were taken after careful consideration and in consultation with security partners across Government.</p><p>Landing cards were primarily used to collect statistics and not used for routine security checks. The Government remains reassured, on the basis of direct expert engagement, that this change will not impact on border security. The additional nationalities that can now benefit from use of the ePassport gates were identified as suitable based on a variety of factors, including immigration abuse, security, cooperation on border matters and prosperity.</p><p>Analysis has shown that allowing these additional nationalities to use the ePassport gates provides them with more efficient entry into the UK, whilst not significantly increasing waiting times for existing ePassport gate users. The change will also significantly improve manned queue times, at certain ports and at certain times for other passengers.</p><p>Both changes are being closely monitored to ensure that we understand and can adapt to any impact they may have, including on queue times.</p>
