answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>The Department of Health and Social Care is leading on the Prime Minister’s Mission to “Use data, Artificial Intelligence and innovation to transform the prevention, early diagnosis and treatment of chronic diseases by 2030.” We hope that as we work towards this overall goal, we can ensure that: patients experience better care, clinicians deliver better care, commissioners are better able to commission data-driven technologies and the United Kingdom is a great place to do business in artificial intelligence (AI) for health and care.</p><p>We are working in partnership with organisations across the National Health Service, the Department for Business, Energy and Industrial Strategy, Office for Life Sciences, Office for Artificial Intelligence and Better Regulation Executive to engage with businesses in the sector so that we benefit from the potential for AI to improve care, deliver better outcomes, contribute to efficiency in the health and care system and contribute to the wider economy. In September 2018, we published the Code of Conduct for Data-Driven Health and Care Technology, which clearly sets out the behaviours we expect from those developing AI and related technologies. The Code was updated in February 2019 based on feedback, including from industry partners, and we are working with them to develop case studies showing good practice in complying with the Code. We are also developing tools to help businesses comply with the Code of Conduct.</p><p>The Office for Artificial Intelligence and UK Research and Innovation have announced centres for doctoral training in AI-enabled healthcare across the UK.</p><p>The Office for Life Sciences has established five Centres of Excellence in digital pathology and radiology with AI, supported by an initial £50 million Industrial Strategy Challenge Fund investment and a further £50 million of scale up funding from the Department of Health and Social Care. The centres are working with NHS and industry partners, including innovative small and medium-sized enterprises, to develop pioneering AI-enabled pathology and radiology tools.</p><p>In addition we are also working closely with Health Education England as they follow through on the recommendations made by the Topol Review <em>Preparing the healthcare workforce to deliver the digital future</em>.</p><p>In March 2019, the National Institute for Health and Care Excellence published its <em>Evidence Standards Framework for Digital Health Technologies</em>, outlining the evidence required by businesses to demonstrate the effectiveness and economic impact of digital health technologies.</p><p>Taken together these steps, and others, will ensure there is a clear framework for the development and use of AI in the healthcare sector including the skills, a clear path to market, and a rigorous process for ensuring the safety, efficacy and ethics of the tools developed, deployed and used.</p><p> </p> answering member printed Baroness Blackwood of North Oxford question first answered 06/06/2019 15:40:44 answering member 4019 label Biography information for Baroness Blackwood of North Oxford

The latest OECD Economic Outlook, published on 21 May, states that ‘weak global trade… continue[s] to impede growth in many [emerging-market] countries’.</p><p> </p><p>Well-functioning global trade relationships are vital for the global economy and for ensuring UK businesses can manage their supply chains effectively.</p><p> </p><p>In addition to working with countries to explore the best ways to develop our trade and investment relationships, we are putting resource behind our efforts to tackle market access barriers. The most recent update was published on 22 May.</p><p> </p><p>The government wants to see a dynamic and innovative energy market. We continue to work with Ofgem to improve competition, which in recent years has increased dramatically. answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>The Government’s Long-term Economic Analysis of EU Exit (November 2018) provides a publicly available assessment of the possible long-term economic impacts of the UK's future relationship with the EU under different scenarios including a no deal scenario. The analysis summarises theory and evidence that openness to trade can increase productivity and long-term growth by exposing firms to competition, best practice, new technologies and through investment. This can contribute to higher wages, employment and households' living standards. A reduction in trade volumes between countries would be expected to lower productivity and long-term growth. In the Government’s analysis a no deal scenario is estimated to lower long-run GDP by 9% to 6% compared with today’s arrangements. In the analysis, this reflects the combined impact of trade frictions which reduce trade and affect firms' gross output, their productivity and households' purchasing power.</p><p>The Bank of England’s EU Withdrawal Scenarios and Monetary and Financial Stability report (published November 2018) also found that openness to trade affects productivity. The report’s disorderly exit scenario found a ‘large’ reduction in productivity.</p><p>These analyses are scenarios not forecasts. answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>The European Supervisory Authorities - which includes the European Securities and Markets Authority - are a part of the EU’s joint supervisory framework for financial services. The UK’s future position outside of the EU will mean that the UK is no longer part of the joint supervisory framework.</p><p> </p><p>As part of preparations for leaving the EU in any scenario, HM Treasury has delivered a programme of legislation under the EU (Withdrawal) Act designed to ensure that the UK’s regulatory regime is workable. These preparations include transferring certain regulatory and supervisory functions currently carried out by the ESAs to the appropriate UK regulator, including the FCA, where the transfer of those functions is necessary to ensure an operable regulatory regime at exit.</p><p> </p><p>If the UK leaves the EU under the terms of the Withdrawal Agreement reached between the UK and the EU, the UK’s exit preparations would be delayed until the end of the agreed Implementation Period. Market access arrangements would continue and the UK would remain part of the joint supervisory framework, with ESA functions continuing to apply to the UK, until the end of the Implementation Period.</p><p> </p><p>In any exit scenario, we expect UK regulators to continue to work closely with their counterparts in the EU. We have made it clear that all organisations, including the biggest social networking services who process vast amounts of personal data, must comply with the UK’s data protection laws.</p><p> </p><p>It is essential that people are confident their personal data will be protected and used in an appropriate way. The Data Protection Act 2018 and GDPR impose strict obligations on organisations to ensure that UK citizens’ data is processed safely and securely. answer	answer is ministerial correction date of answer 03/06/2019 answer text <p>The department is working with employers to jointly design and deliver policies and programmes which will make the skills system more responsive to employer needs, whilst giving individuals the skills they need to succeed.</p><p> </p><p>T levels are being designed to better meet the needs of businesses and to help young people to move successfully into skilled employment. Over 200 employers have been involved in defining the content of T levels to ensure that they reflect current industry requirements. Students’ experience on industry placements will be ‘hands on’ so they will leave their course with the skills employers are looking for.</p><p> </p><p>Employers are leading on the design of new apprenticeships standards, putting them in the driving seat to give apprentices the skills that businesses really need. Across all sectors, they are being designed and driven by industry, creating higher quality training that will lead to a more skilled and productive economy. We are working closely with employers to help them take advantage of apprenticeships and grow their programmes.</p><p> </p><p>Employers are central to traineeships, which are an education and training programme supporting social mobility by providing quality training for young people who need to develop their skills and experience in order to enter the labour market. They consist of a high quality work placement with an employer; work preparation training; and English and maths support for those who have not achieved a GCSE grade A* to C or equivalent with a training provider.</p><p> </p><p>We are establishing a National Retraining Scheme, driven by the National Retraining Partnership, which brings together the Confederation of British Industry, Trades Union Congress and the government to set the scheme’s strategic direction and oversee its development. This partnership will work together to ensure that the voices of businesses and workers feed directly into the development of the scheme so that it will genuinely make a difference.</p><p> </p><p>Skills Advisory Panels (SAPs) aim to bring together local employers and skills providers to pool knowledge on skills and labour market needs. They aim to work together to understand and address key local challenges, including helping to tackle local skills shortages. SAPs will address both immediate needs and challenges and look at what is required to help local areas adapt to future labour market changes and to grasp future opportunities.
