answer	answer is ministerial correction date of answer 13/02/2019 answer text <p><del class="ministerial">While we have seen some success with voluntary measures to improve online safety, Government has been clear that tech companies need to take more consistent and effective action to tackle online harms.</del></p><p> </p><p><del class="ministerial">A joint DCMS-Home Office White Paper will be published shortly, setting out clear responsibilities for tech companies to keep their users safe online</del>.</p><p> </p><p><ins class="ministerial">The Government recently set up the Centre for Data Ethics and Innovation to provide independent, expert advice on the measures needed to enable and ensure safe, ethical and innovative uses of AI and data-driven technologies.</ins></p><p><ins class="ministerial">The first two projects the Centre will study include: the use of data in shaping people's online experiences; and the potential for bias in decisions made using algorithms. This work will play an important role in promoting and ensuring fairness and the ethical use of data to deliver maximum benefits for society. An interim update on these projects is expected in summer 2019.</ins></p><p> </p><p><ins class="ministerial">Further, it is essential that AI developed in the UK reflects the needs and make-up of society as a whole and that industry and the public sector are able to access the greatest supply of talent in terms of numbers. Increasing diversity in the AI workforce is vital to ensure that everyone with the potential to participate has the opportunity to do so. answer	answer is ministerial correction date of answer 13/02/2019 answer text <p>The Crown Prosecution Service (CPS) does not maintain a central record of Crown Court trials which resulted in a non-conviction outcome due to a prosecution failure to disclose evidence to the defence. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.</p><p> </p><p>As part of the work under the National Disclosure Improvement Plan, the CPS has introduced new data collection measures designed to monitor disclosure performance. These measures include all prosecutors now being required to confirm at the conclusion of every case that has been stopped after charge whether disclosure had a primary or contributory impact on the outcome. This will allow us to capture more data than ever before on cases in which disclosure does not ultimately cause the case to end but where it was a secondary factor, and will enable performance to be examined by police and prosecutors at local, regional and national level and to drive further improvements. This is why the government is continuing to work closely with Universities UK on embedding the Step Change programme within the sector. Step Change calls on higher education leaders to adopt mental health as a strategic priority.</p><p>The University Mental Health Charter announced in June 2018 is backed by the government and led by the sector, and will drive up standards in promoting student and staff mental health and wellbeing. In spring, there will be 6 consultation events around the UK, bringing together university leaders, staff and students to help shape the Charter’s structure and content.</p><p>Higher Education Institutions (HEIs) are autonomous bodies, independent from government. HEIs are not only experts in their student population but also best placed to identify the needs of their particular student body.</p><p>UK Research and Innovation launched eight new mental health networks in September, including the SMARTEN Network. This Network will work with researchers with a range of expertise and key stakeholders across the Higher Education sector to improve the understanding of student mental health. answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>On 28th November 2018 the Government laid before Parliament the document entitled, “EU Exit: Long-term economic analysis” which was intended to facilitate parliamentary scrutiny ahead of the Meaningful Vote on the final deal. The purpose of this analysis was to illustrate high level impacts on the UK from different EU Exit scenarios. It included associated costs for five broad groups, across the economy as well as for eleven corresponding sectors which together cover the majority of the UK economy and all traded goods and services:</p><p> </p><p>○ Manufactured Goods (including Iron &amp; Steel as well as Motor vehicles and parts);</p><p>○ Agri-food;</p><p>○ Services (Non-Financial and Non-Networks);</p><p>○ Financial Services;</p><p>○ Networks;</p><p> </p><p>The sector of “motor vehicles and parts”, being a sub – sector of the wider manufactured goods group, was assessed as one of the 11 corresponding sectors; and therefore, results of the impact of different EU-exit scenarios on motor vehicles have been published.</p><p>The macroeconomic modelling tools used for this analysis do not allow for disaggregation of results at individual sector level.</p><p> </p><p>Extensive engagement has also taken place and is continuing between Government and the steel and automotive industries, to better understand the implications of different EU – exit scenarios on the sectors.</p> answering member constituency Watford answering member printed Richard Harrington question first answered 11/02/2019 15:17:58 answering member 4068 label Biography information for Lord Harrington of Watford

Over 99% of the UK’s solar PV capacity has been deployed since May 2010.</p><p> </p><p>We are now consulting on new proposals for a Smart Export Guarantee to support future arrangements for small-scale low-carbon generators (including solar power generators) to receive payment for the electricity they export to the grid. Defence personnel consider the OSJA guidance for all new assistance proposals and extensions to existing assistance activity, and where a substantial change in circumstances has significantly altered the risk for existing assistance. The guidance is therefore considered in any country where assistance is planned.
