his review of school exclusions published on 7 May 2019, Edward Timpson found that
“exclusion is a marker for being at higher risk of becoming a victim or perpetrator
of crime”, but that “it would be wrong to suggest that we have evidence that exclusion
of any kind causes crime or that preventing the use of exclusion would, in itself,
