Friend, the Prime Minister announced a major review of post-18 education and funding that will ensure we have a joined up education system that is accessible to all and encourages the development of the funding and skills we need as a country. The independent panel will report shortly. The government will consider their recommendations, but we remain committed to ensuring that universities are funded on a sustainable basis.</p><p> </p><p>The government is committed to ensuring that funding is available to support sustainable collaboration between universities and businesses in local areas and is supporting this work in a number of ways:</p><p> </p><ul><li><p>The Office for Students (OfS), through its Industrial Strategy and Skills Challenge Competition is funding providers (including in collaboration with employers) to develop and implement projects to improve outcomes for graduates who seek employment in their home region. This includes a separate graded judgement on pupils’ behaviour and attitudes, within which inspectors will consider pupil exclusions. Ofsted has also proposed a new emphasis on examining any use of off-rolling as well formal exclusions. Our ‘no deal’ European Union exit contingency plans include sensible mitigations for medicines that come to the United Kingdom from or via the EU/European Economic Area (EEA), to ensure that the supply of breast cancer drugs and other essential medicines to patients is not disrupted.</p><p> </p><p>In August 2018, the Department wrote to all pharmaceutical companies that supply prescription-only and pharmacy medicines to the UK that come from or via the EU/EEA asking them to ensure a minimum of six weeks additional supply in the UK, over and above existing business-as-usual buffer stocks, by 29 March 2019 in a ‘no deal’ scenario. The duration of the stockpiling requirement was based on the Government’s reasonable worst-case scenario border disruption planning assumptions.</p><p> </p><p>We also recognise that certain medicines with short shelf lives, including medical radioisotopes, cannot be reasonably stockpiled. Where these medicines are imported from the EU or EEA, we have asked that suppliers ensure in advance plans to air freight these medicines from the EU in the event of the no deal exit.</p><p> </p><p>The Department is unable to discuss specific medicines because to we have committed to treating all information received confidentially, securely and to using it only for the purposes of the Department’s programme, in order to reassure participating companies. Company responses have provided the Department with an indication of industry’s ability and preparedness to stockpile six weeks’ worth of additional supply of each of the in-scope medicines in the United Kingdom ahead of 29 March 2019.</p><p>Since then, we have continued to receive very good engagement and are working closely with industry on a product-by-product basis. The new NHS Long Term Plan commitment is that all patients, including those with secondary cancers, will have access to the right expertise and support, including a CNS or other support worker by 2021. Following publication of the Long Term Plan, Health Education England will work with NHS England and NHS Improvement to understand the longer-term workforce implications for further development of cancer services. Friend the Secretary of State for Health and Social Care has commissioned Baroness Harding working closely with Sir David Behan to lead a number of programmes to engage with key National Health Service interests to develop a detailed workforce implementation plan. These programmes will consider detailed proposals to grow the workforce, including consideration of additional staff and skills required, build a supportive working culture in the NHS and ensure first rate leadership for NHS staff. Baroness Harding and Sir David will present initial recommendations to the Department in spring 2019.</p><p> </p><p>A final workforce implementation plan will follow later in the year, taking into account the outcomes of the Spending Review.</p><p> </p><p>We recognise the importance of workforce training to underpin effective long-term NHS planning. That is why we have already made commitments in this Spending Review into the next Spending Review period – for example on medical training places.
