answer text <p>Highways England have plans to redeploy 80 Traffic Officers under arrangements to support Operation Brock in Kent. The package of hotel and food costs for these staff is £119 per officer per diem.</p><p> </p><p>The Traffic Officers will be carrying out their normal duties, but in an enhanced capacity in what is expected to be a highly congested area. Activities will include:</p><p>- Rapid attendance to incidents,</p><p>- Monitoring, operation and supervision of new traffic management arrangements,</p><p>- Reporting on queue lengths and responding to issues,</p><p>- Providing a visible presence to inspire confidence and encourage compliance.</p><p> </p><p>Under these plans there will be approximately 140 Traffic Officers working a 24/7 roster (30 on duty at any one time). These resources are being managed by a dedicated operational management team, from a shared multi-agency operating base in Maidstone.</p> more like this

answer text <p>For many employees in grades below the senior group the 2018-19 pay review was based on a 1% increase. The actual increase for each individual was then determined by the application of a performance multiplier, informed by annual performance reviews, which resulted in a range of awards from 0.75% to 2%. These awards were made in line with the Department for Transport’s Remuneration Framework for Highways England. Highways England also made pay awards to Traffic Officers (3%) and Regional Control Centre operators (9.8%) to address market pay issues. Overall, the average pay award made by Highways England for all grades below the senior group was an increase of over 4.5%.</p><p> </p><p>Highways England determines the annual pay review each year based on factors including affordability within its budget.</p> more like this

answer text <p>I am aware that Nexus have identified several possible extensions to the Tyne and Wear Metro system. It would be up to Nexus to identify which of these would be the most effective and to develop a business case and seek funding accordingly.</p><p> </p><p>The Government is supporting the Tyne and Wear Metro system with £317 million for its reinvigoration and renewal programme and £229 million towards its running costs since 2010. Furthermore, in the 2017 Autumn Budget, the Chancellor announced a £337m direct grant to deliver a new fleet of trains for the Tyne and Wear Metro. Through the New Stations Fund the Department is also supporting the construction of a new station at Horden Peterlee on the Durham Coast Line in the Hon. Member’s constituency.</p> more like this

answer text <p>Funding for children’s services is made available through the Local Government Finance Settlement (LGFS), which gives local authorities flexibility to target spending according to local needs and to fulfil their statutory responsibilities, including services for looked-after children.</p><p> </p><p>Over the five-year period to 2019-20, councils have access, through the LGFS, to over £200 billion to deliver local services, including children’s services. Core spending power has increased from £45.1 billion in 2018-19 to £46.4 billion in 2019-20.</p><p> </p><p>Social worker caseload data is available at: <a href="https://www.gov.uk/government/statistics/childrens-social-work-workforce-2018" target="_blank">https://www.gov.uk/government/statistics/childrens-social-work-workforce-2018</a>. The average caseload per children and family social worker was 17.4 cases (based on full-time equivalent counts) in 2018. Specific data on the ratios for social workers working with looked after children is not available.</p><p> </p><p>Along with my right hon. Friend, the Secretary of State for Education, we regularly meet key stakeholders, including Directors of Children’s Services, to discuss children’s services. Officials in regional teams also meet local authorities regularly and the most recent meeting with Durham County Council was earlier this month.</p><p> </p><p>The department recognises how important it is to speak directly with those who are delivering services for children and families and we are working between now and the Spending Review to get a sharper and more granular picture of children’s services costs and pressures.</p><p> </p><p>We are also, through our ‘Strengthening Families, Protecting Children’ programme, investing £84 million over the next 5 years to support up to 20 local authorities with high or rising demand for children’s social care to work more effectively with their most vulnerable families.</p>
