answer text <p>The expenditure by each Boundary Commission on the conduct of the Boundary Review which reported in September 2018 includes costs incurred in the 2018-19 financial year, and the figures are therefore subject to final confirmation of the 2018-19 accounts. The National Audit Office is currently auditing Departmental accounts for 2018-19 and once it has produced its report on them, it will be possible to confirm the final costs incurred by the four Boundary Commissions in the boundary review.</p> more like this

answer text <p>The deadline for EU citizens returning a declaration indicating that they wish to vote in a European Parliamentary election in the UK is 12 working days before polling day, not 6 working days. This is set out in: the Representation of the People Act 1983 (as amended); the Representation of the People (England and Wales) Regulations 2001 (as amended); and the European Parliamentary Elections (Franchise of Relevant Citizens of the Union) Regulations 2001.</p><p>As was the case in 2014, the Commission has issued guidance to Electoral Registration Officers reflecting this legislation.</p> more like this

answer text <p>Following the 2014 European Parliamentary election, the Electoral Commission identified, in its statutory election report, that the system for citizens of other EU member states to register to vote in future European elections in the UK could be simplified. It specifically highlighted that legislation could be changed so that EU citizens would not need to complete more than one electoral registration form. Commission staff subsequently met Cabinet Office officials, together with representatives from EU citizens’ organisations, to consider the practical implications of this and other options for amending the law.</p> more like this

answer text <p>While Returning Officers at a European Parliamentary election are funded directly by the UK Government for the costs involved in administering the election, Electoral Registration Officers (EROs) are funded entirely by the local authority which has appointed them. This means that EROs across the UK are required to draw on their local annual budgets to deal with the impact of national electoral events.</p><p>In its report on registration at the 2017 UK Parliamentary General Election, the Commission highlighted the need for the UK, Scottish and Welsh governments to work with the Commission and EROs across the UK to review the balance of funding and resources for EROs. This is to ensure that election-specific activity can be appropriately resourced, as well as ongoing activities such as the annual canvass of properties.</p> more like this

answer text <p>The Medicines and Healthcare products Regulatory Agency (MHRA) has worked with professional bodies and healthcare organisations on implementing measures to raise awareness of the significant risks associated with sodium valproate in pregnancy and to support healthcare professionals to comply with the valproate Pregnancy Prevention Programme. This includes consideration of alternative treatment for girls and women of childbearing potential.</p><p> </p><p>It is the responsibility of every healthcare professional involved in the prescribing and dispensing of valproate to make sure women are aware of the serious risks in pregnancy and are enrolled in the statutory Pregnancy Prevention Programme. United Kingdom Chief Medical Officers wrote to all healthcare professionals in April 2018 to inform them of the actions required and in September 2018 UK Chief Pharmaceutical Officers contacted all pharmacists to remind them of their responsibilities when dispensing valproate. This has been reinforced by messages from the professional regulators to their members and by articles in the MHRA’s electronic bulletin Drug Safety Update in September and again in December last year calling all healthcare professionals to examine whether they are prescribing in compliance with the new measures.</p><p> </p><p>Professional bodies have produced guidance to support their members in the implementation of the Pregnancy Prevention Programme and The National Institute for Health and Care Excellence has produced an overarching prescribing guideline for valproate. The NHS England General Practitioner (GP) contract framework now includes a Quality Indicator for valproate prescribing which will incentivise GP practices to have a robust system in place to ensure compliance with the new measures.</p><p> </p><p>The Care Quality Commission is checking compliance with the requirements of the valproate pregnancy prevention programme during routine inspections and investigating any complaints of non-compliance with these requirements.</p><p> </p><p>The recent European review of valproate in pregnancy considered a possible association between birth defects and persistent developmental disorders associated with paternal valproate treatment at the time of conception. The review concluded that there was insufficient evidence at present to establish such a link, but further research was required. Therefore, as an outcome of the review the marketing authorisation holders of valproate products were required to undertake a retrospective observational study to investigate the association between paternal exposure to valproate and the risk of congenital anomalies and neurodevelopmental disorders including autism in their offspring. The design of the study is under evaluation by the European Medicines Agency’s Pharmacovigilance Risk Assessment Committee.</p>
