Mitigation payments for Tax Year 2018-19 will be made in June 2019 to those with taxable earnings of £27,200 or more. Mitigation payments for Tax Year 2019-20 will be made in June 2020 to those with taxable earnings of £28,193 or more. The UK Shared Prosperity Fund will strengthen the foundations of productivity as set out in our modern Industrial Strategy to support people to benefit from economic prosperity. This new Fund will ensure that investments are targeted effectively to align with the challenges faced by places, creating a fresh opportunity to focus investment according to our own priorities. We are continuing to work on the design and priorities and we will consult widely on the UK Shared Prosperity Fund. This will give all interested parties the chance to contribute their views to Government. answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>We launched the Outsourcing Playbook in February 2019 and introduced a package of<br>reforms to our approach to outsourcing designed to improve public service outcomes, value<br>for money and how we work in partnership with our suppliers</p><p>Measures include:<br>Guidance for departments to help assess whether services should be delivered, in-house by<br>the public sector or outsourced. This should support more informed decisions on when it is<br>best to deliver public services ourselves and when there is benefit to drawing on the capacity<br>and expertise of the private sector;<br>Introduction of a new presumption in favour of running a pilot where government is<br>outsourcing a service so we learn lessons before contracting for the long term; and<br>A new requirement for government to produce an assessment of how much a service<br>‘should cost’ to deliver when deciding whether to utilise the private sector. This helps to<br>provide a better understanding of the costs associated with the different service delivery<br>models so that we are in a better position to challenge unsustainable bids</p><p>We have put in place an implementation programme to ensure that our departments are<br>aware of these new requirements. The Resources and Waste Strategy, published in December last year, sets out our plans to eliminate all avoidable plastic waste. This encompasses all types of plastic and we are already taking action. The 5p charge on single use carrier bags has been highly effective in reducing the amount of plastic we use in our everyday lives, whilst also raising money for local, national and environmental charities.</p><p>Defra commissioned an <a href="http://sciencesearch.defra.gov.uk/Default.aspx?Menu=Menu&amp;Module=More&amp;Location=None&amp;ProjectID=20161&amp;FromSearch=Y&amp;Publisher=1&amp;SearchText=plastic%20bag&amp;SortString=ProjectCode&amp;SortOrder=Asc&amp;Paging=10#Description" target="_blank">independent study in 2018 </a>to explore the possible impacts of a ban on the supply of single use plastic bags in England. The Government is not currently considering an outright ban. We recognise the role that a single use carrier bag can play in spontaneous unplanned purchasing, and that alternative bag types can potentially have a significantly higher carbon impact than single use carrier bags.</p><p>Defra published a consultation in December 2018 on plans to extend the existing carrier bag charge to small and medium sized enterprises and to increase the charge to 10p. answer	answer is ministerial correction date of answer 26/04/2019 answer text <p>Survivors of officers who were members of the 2006 and 2015 police pension schemes are, since 2006 and irrespective of the circumstances of the death of the officer, paid survivor pensions for life.</p><p><br>On 18 January 2016, the Police Pensions Regulations 1987 and the Police (Injury Benefit) Regulations 2006 were amended to allow widows, widowers and civil partners of police officers in England and Wales who have died on duty and who qualified for a survivor pension after 1 April 2015 to continue to receive their survivors’ benefits for life. Successive governments have been clear that we have a general presumption against making retrospective changes to public service pension schemes.
