My department is actively engaging with all building owners who have not committed to protect leaseholders. We are considering various options to ensure that costs are not passed on to leaseholders.</p><p>The Government is also backing local authorities to take enforcement action where building owners are refusing to remediate high-rise buildings with unsafe Aluminium Composite Material cladding. answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>It is the responsibility of local authorities under the Housing Act 2004 to assess the risk of a hazard in residential housing, including the risk of hazard posed by aluminium composite material (ACM) cladding on private sector high-rise residential buildings. The powers to undertake assessments and carry out enforcement action under the Act and the Health and Safety Rating System (HHSRS) rest with local authorities rather than the Government. Environmental health officers are employed by local authorities. The Government has funded the Local Government Association to host a Joint Inspection Team to provide advice and support to local authorities with such assessments. answer	answer is ministerial correction date of answer 07/02/2019 answer text <p>We set out our position on Severe Disability Premium (SDP) transitional payments for claimants in a Written Statement <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-01-11/HCWS1243/" target="_blank">HCWS1243</a> on 11 January 2019 and in the revised sets of regulations which were laid on 14 January 2019.</p><p> </p><p>The draft Universal Credit (Managed Migration Pilot and Miscellaneous Amendments) Regulations 2019 contain provision to ensure that eligible claimants who had previously been in receipt of the SDP but who moved onto Universal Credit before 16 January 2019, following a change in their circumstances, will be considered for a SDP transitional amount. The provisions will include on-going monthly payments and an additional lump-sum to cover the period since they moved to Universal Credit.</p><p> </p><p>These regulations are subject to parliamentary debate, therefore, we are not able to provide a date of when these will come in to force. Once the regulations are in place we will begin the process of assessing eligible claimants and make payments where appropriate. There remain limited circumstances where unaccompanied children may be detained for a short period, usually at ports of entry. This will be done for safeguarding reasons and will be for a very brief period, normally just a matter of hours, until alternative care arrangements are made. Families with children intercepted at the border may also be detained very briefly, but the Home Office does not publish data on children detained at the border.</p><p>Under the Family Returns Process, which was established in 2011 as an alternative to routine detention in immigration removal centres, a family with children with no lawful basis of stay in the UK who fails to comply with Home Office attempts to encourage and support voluntary return may, as a last resort, be detained at dedicated Pre Departure Accommodation (PDA), for a short period immediately prior to removal. The operation of the PDA is regulated by the published PDA Operating Standards.
