The Government recognises the concerns of stakeholders and is determined to get the best deal for the UK in our negotiations to leave the EU, including for our globally recognised beef and sheep sectors.</p><p> </p><p>As any responsible government would, we are preparing for all outcomes including the possibility of no deal. Extensive work to prepare for a ‘no deal’ scenario is under way to ensure the country continues to operate as smoothly as possible from the day we leave.</p><p> </p><p>We are in close contact with the beef and sheep sectors to understand and anticipate the effects on the sector of the UK leaving the EU without a trade deal. Significant work is already underway to ensure that UK exporters can maintain access to EU markets after March 2019. These include adolescents, women and girls and under-served groups most affected by stigma, such as men who have sex with men, injecting drug users, sex workers and prisoners living with and affected by HIV.</p><p> </p><p> </p><p> </p><p>For example, through the Robert Carr Civil Society Networks Fund we are supporting civil society networks of people affected by HIV to demand their rights, address stigma and discrimination and hold governments to account. We are providing up to £38 million over five years (2018-2023) to help tackle the problems of low growth and high unemployment in the Occupied Palestinian Territories (OPTs).</p><p> </p><p>Our support will focus on efforts to increase trade and job creation by working with the Palestinian and Israeli authorities to enable greater movement and access for people and goods, and improve water and energy supply, particularly in Gaza. We will also continue to support the implementation of Paris Protocol measures in relation to the transfer of taxes and fees Israel collects on behalf of the Palestinian Authority (PA), and any measures agreed by the parties to transfer the responsibility of revenue collection. As set out in the Political Declaration on the future relationship between the UK and EU, the Government has offered to cooperate closely on defence and security as part of an ambitious Security Partnership. This would be on a case-by-case basis, where of mutual benefit.</p><p>While our focus remains on securing agreement with the EU, the Foreign and Commonwealth Office, like the rest of Government, is also preparing for &quot;No Deal&quot;. In a No Deal scenario, the UK would have to withdraw from Common Security and Defence Policy missions and operations - both military and civilian - and withdraw associated personnel seconded to the EU institutions. Of these, approximately 20% have been killed while overseas, and around 40% have returned to the UK.</p><p>The majority of those who have returned, did so in the earlier stages of the conflict, and were investigated on their return.
