The Government strongly condemns the discrimination of all minorities, including legislation which acts as a barrier to Ahmadiyya Muslims taking part in the democratic process fully.</p><p>We regularly raise with the Government of Pakistan at senior levels the importance of religious tolerance and its duty to uphold the rights of all Pakistan’s citizens regardless of religious identity. The Prime Minister emphasised the importance of advancing the rights of minorities during her telephone call with Imran Khan in August following his election as Prime Minister of Pakistan. I raised our concerns about Freedom of Religion or Belief and the protection of minority religious communities with Pakistan’s Human Rights Minister in September 2018.</p><p>At the UN Periodic Review of Pakistan’s human rights record in 2017, the UK urged Pakistan to strengthen protection of minorities, including by having a fully inclusive electoral roll without discrimination or religious bias, and by establishing an independent National Commission for Minorities.</p><p>We continue to urge the Government of Pakistan to guarantee fully the rights of all Pakistani citizens, including religious minorities, and to honour its international obligations.</p><p> </p> answering member printed Lord Ahmad of Wimbledon question first answered 23/01/2019 16:20:42 answering member 4210 label Biography information for Lord Ahmad of Wimbledon

question text	To ask Her Majesty's Government what assessment they have made of whether the Office of the United Nations High Commissioner for Refugees (UNHCR) has a consistent policy on resettling asylum seekers who claim that atheism or religious beliefs will lead to their persecution if returned to their countries of origin; if they have found that it is not consistent, what steps they are taking to ensure it is; how many such claimants have submitted applications to the UNHCR in Thailand; and how long, on average, it takes for such applications to be processed.

UNHCR’s procedures and criteria for determining refugee status include religious persecution, in line with the Refugee Convention. Where religious belief causes or heightens the risk a refugee faces, UNHCR will take this into consideration when assessing specific vulnerabilities, and determining the appropriate protection interventions (including but not limited to resettlement).</p><p> </p><p>HMG does not hold information on the number of asylum claims submitted to UNHCR in Thailand, or elsewhere; this information is held by UNHCR. Individual data is considered private and confidential and not normally shared with third parties (and never without the specific consent of the individual). Furthermore, UNHCR does not routinely identify or record beneficiaries by their religion where this has no bearing on their case. answer	answer is ministerial correction date of answer 23/01/2019 answer text <p>The Department for Education published statistics in March 2018 which shows that while absence rates related to illness are slightly higher in girls than boys, the gap in absence rates between boys and girls is very similar regardless of disadvantage. This suggests period poverty does not have a significant, nation-wide impact on attendance. However, no girl should be held back from reaching her potential because of her gender or background and we are keeping this matter under close review.</p><p> </p><p>Schools are best placed to identify and address the needs of their pupils; have discretion over how they use their funding; and can make sanitary products available to disadvantaged pupils if they identify this as a barrier to attainment or attendance.</p><p> </p><p>We support schools in addressing the needs of disadvantaged pupils through the provision of the Pupil Premium, equivalent to more than £2.4 billion of additional funding this year alone.</p><p>Our guidance on ‘Sex and Relationship Education’ and the draft ‘Relationships Education, Relationships and Sex Education and Health Education’ guidance (both attached) encourages schools to make sensitive arrangements to help girls cope with menstruation. Lastly, as a government, in the previous round of the Tampon Tax Fund we provided £1.68 million for the ‘Let’s Talk. We urgently raise these cases with the Iranian government at every opportunity. On 14 January, the Foreign Secretary summoned the Iranian Ambassador to the UK and called for Mrs Zaghari-Ratcliffe to be immediately given the healthcare she requires and for her and other British-Iranian dual nationals to be released.
