Work on Phase 2 has been going on for several months. Sir Martin has said that he would like to start the Phase 2 hearings as soon as possible, but there is still much work to do. The issues to be considered in Phase 2 are complex and detailed, and involve a huge number of documents, which must be reviewed and digested. The investigation must be thorough, but careful and detailed preparation should make it possible to ensure the hearings, once begun, are completed within a reasonable time</p><p><br>Before the phase 2 hearings, the Inquiry will produce its report on phase 1, and carry out, as far as it properly can, an investigation into the deaths caused by the fire, and make findings that will meet the coroner’s requirements. Sir Martin has made clear that some steps can and should be taken immediately in the interests of public safety, and he has put in place a procedure for considering proposals from core participants. Game purchasers are protected by general consumer law such as the Consumer Protection from Unfair Trading Regulations 2008. This includes a requirement on businesses not to subject anyone to misleading or aggressive marketing practices, or, for example, direct exhortation to buy products, including in-game purchases of paid-for random prizes.</p><p> </p><p>The Government is aware of concerns surrounding this issue and will continue to gather and look closely at any evidence. Friend the Secretary of State for Health and Social Care regularly discusses a range of issues, including health literacy in schools, with cabinet colleagues.</p><p> </p><p>Public Health England (PHE), Health Education England, NHS England and Community Health and Learning Foundation, are working together to develop, test and implement a range of strategic and practical interventions towards improving health literacy.</p><p> </p><p>School nurses are specialist public health nurses who lead the Healthy Child Programme (5-19). They deliver evidence-based public health interventions both within and out of school settings.</p><p> </p><p>The Health Literacy toolkit has been produced with support from Public Health England and is designed to help school nurses improve the health literacy of children and young people. This is supported by the BCF quarterly reports that are submitted by Health and Wellbeing Boards to NHS England as part of the policy framework and planning requirements for 2017-19.</p><p> </p><p>From 2015-16, NHS Continuing Healthcare has been included in the assurance processes for clinical commissioning groups. For individuals on the acute hospital discharge pathway, NHS England has introduced a Quality Premium to incentivise assessment for NHS Continuing Healthcare in a community setting where appropriate.</p><p> </p><p>NHS Improvement’s good practice guide, ‘Focus on improving patient flow for national priorities for acute hospitals 2017’, published in July 2017, set out six principles underpinning good patient flow including the principle that flow is seven days a week. Attendances and admissions occur relatively consistently through the week and so should reviews, transitions and discharges.
