answer text <p>The Government consultation on the Windrush Compensation Scheme was extended to 16 November. We are committed to establishing the scheme as quickly and carefully as possible, taking into account the outcome of that consultation. Further details on compensation will be made available when the scheme is established, including who is eligible to apply for compensation and how they can access the scheme.</p><p>Ahead of the scheme coming into operation, the Home Office has already put measures in place to help those who are affected. This includes a dedicated team for vulnerable people within the Windrush taskforce, providing assistance where an urgent need for support or advice has been identified.</p> more like this

answer text <p>Nationally, high needs funding has risen by £1 billion since 2013-14, to just under £6 billion in 2018-19, and will rise to over £6 billion in 2019-20. The additional £1.3 billion announced last year for schools and high needs is above and beyond what was promised at the 2015 spending review, and means that local authorities received an additional £140 million in high needs funding in 2018-19. Allocations for each local authority this year can be found at <a href="https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2018-to-2019" target="_blank">https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2018-to-2019</a>.</p><p>Each local authority will attract a 1% increase in underlying funding per head of the population aged 2-18 years old in 2018-19 compared to 2017-18, following the increase of 0.5% they attracted last year. Underfunded authorities will continue to see higher increases – of up to 6% per head of of the population aged 2-18 years old, compared to 2017-18.</p><p>We are listening to the concerns that some have expressed about the pressures on high needs budgets. We are monitoring the impact of our national funding formula for high needs on local authority spending decisions, and are keeping the overall amount of funding for high needs under review.</p>

answer text <p>Following the recent cervical screening incident, announced on 15 November 2018, Capita has confirmed they have put in place daily audits to ensure all women’s files are accounted for and are looking at how automated processes can be used to reduce errors. Additionally, the checks within the Capita call and recall service have been upgraded at every stage of the process and Capita has appointed an independent audit team to carry out a detailed review into operation systems and processes in Primary Care Support England.</p><p> </p><p>I laid a Written Ministerial Statement on 15 November, <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-11-15/HCWS1086/" target="_blank">HCWS1086</a>, explaining the incident and the steps being taken to address it, offering reassurances to the women affected. All individual women affected have been written to directly and Capita has issued an apology.</p><p> </p><p>NHS England has set up a multiagency clinical panel to manage the response to the incident and, separately, has announced an independent expert review into cancer screening programmes.</p>

answer text <p>To date no serious harm has been identified following the recent serious incident whereby a number of cervical screening invitations, reminders and results letters were not sent to women. All women affected by this incident have been written to and the file of any woman needing a follow up is being checked to ensure they have been referred appropriately. Assessments of harm as a result of not being sent a letter are ongoing.</p><p> </p><p>The public health advice from Public Health England is that the risk posed by missing these letters remains low.</p> more like this

answer text <p>Since the Northern Powerhouse was launched in 2014, we have seen increased investment, enhanced international profile for the North and devolved new powers to the North. Since 2014, we have:</p><ul><li>Released £3.4 billion of Local Growth Funding to locally-determined projects across the North. The Lancashire Growth Deal - £320 million – is the largest of its kind outside of city regions. This has included 17 transport schemes, including £9million for the Clitheroe to Manchester Rail Line.</li><li>Created the Northern Powerhouse Investment Fund, worth £400 million, to support SME’s to grow and scale-up. To date, this has supported 280 businesses.</li><li>This Government has delivered unprecedented levels of investment in better transport across the North – over £13 billion (between 2015/16 – 2020/21) – more than any Government in history. We’ve given Transport for the North, £260 million, and equipped them with statutory powers to develop a Strategic Northern Transport Plan. The new Northern franchise will deliver new trains through the Northern Connect service, linking Accrington, Blackburn, Blackpool, Burnley and Chorley.</li><li>Supported improvements in education in the North with £70 million for the Northern Powerhouse Schools Strategy.</li><li>Boosted the international profile of the Northern Powerhouse through a commitment of £15 million to support Northern Powerhouse Trade Missions and £7 million for a Northern Powerhouse Taskforce to boost trade and investment – completed over 50 missions, 18 in the last year alone.</li></ul><p>We seek to build on this success and have committed to refresh the Northern Powerhouse Strategy at Autumn Budget 2018.</p>

answer text <p>The Department is working with the Office of Rail and Road, and with the rail industry to promote better awareness of Delay Repay and other compensation schemes.</p><p> </p><p>We are mandating increased use of technology to inform passengers pro-actively that they are entitled to claim, using Apps, social media and onboard announcements. The introduction of simple and speedy ‘one-click’ automated claims systems, available via smartphones and smartcard registration, forms part of stronger obligations for future train operators under UK government-awarded franchises, ensuring that passengers are more aware than ever of their right to compensation.</p><p> </p><p>Northern and TransPennine Express (TPE) are required by the Department in the terms of their franchise agreement to ‘use all reasonable endeavours to make passengers aware of their right to claim compensation’ and the Department has been clear to these TOCs that this applies to the special compensation scheme that was introduced on affected routes on Northern and TPE following the May timetabling disruption, as well as to Delay Repay compensation.</p><p> </p>

answer text <p>The Government is very concerned about the increase in knife crime and the devastating impact it has on victims, their families and communities. That is why we published the Serious Violence Strategy in April setting out action to tackle knife crime including new legislation in the Offensive Weapons Bill, the launch of the anti-knife crime Community Fund to provide grants to local initiatives, the #knifefree media campaign, and continuing police action under Operation Sceptre. The strategy outlines an ambitious programme and is based on evidence about the trends and drivers of serious violence and analysis of what works in terms of interventions.</p><p>Our analysis clearly points to a range of factors driving increases in serious violence including improvements in police recording, but changes in the drugs market is a key driver of recent increases in knife crime, gun crime and homicide. Our multi agency approach means that the strategy is not solely focused on law enforcement, but depends also on partnerships across a number of sectors such as education, health, social services, housing, youth services, victim services and others. In particular, the strategy stresses the importance of early intervention to tackle the root causes of serious violence and provide young people with the skills and resilience to lead productive lives free from violence, supported by the new £22 million Early Intervention Youth Fund and the recently announced £200 million Youth Endowment Fund.</p>
