The violence in the Anglophone regions is not founded in ethnic roots, but generates from perceived marginalisation of the Anglophone minority. The UK is deeply concerned at the deteriorating violence, deaths and displacement of people which has increased since the end of 2016 with severe effect on civilians. We are working closely with the wider international community, including the UN, to build as full and accurate a picture as possible. answer	answer is ministerial correction date of answer 06/11/2018 answer text <p>Under the Animal Welfare Act 2006 (the 2006 Act) it is an offence to fail to provide for an animal’s welfare or to cause it any unnecessary suffering. The 2006 Act is backed up by the statutory Code of Practice for the Welfare of Horses, Ponies, Donkeys and Their Hybrids (the Code). The Code provides owners and keepers with information on how to meet the welfare needs of their horses and includes a specific section on how to tether a horse. Local authorities have powers under the 2006 Act to investigate allegations of cruelty or poor welfare. In addition, welfare organisations such as the RPSCA and World Horse Welfare (WHW) may also investigate such matters. We are committed to defending free speech on campus to avoid a culture of censorship which risks leading to those outcomes to which the question refers. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>I have regular meetings with Welsh local authority leaders, charities, and Welsh Government ministers where a range of issues are discussed, including the impact of EU exit.</p><p> </p><p>The Government firmly believes it is in the interests of both the EU and the UK to strike a deal. That remains the goal on both sides and we are confident that this will be achieved. But it is the job of a responsible Government to prepare for all scenarios, so we have already carried out very significant ‘no deal’ preparations for the unlikely event that we reach March 2019 without agreeing a deal.</p><p> </p><p>We have already published over 100 technical notices so that businesses and citizens have time to prepare in the event of a 'no deal' scenario. answer	answer is ministerial correction date of answer 05/11/2018 answer text <p>The household debt-to-income ratio has stabilised over the past year and was 140% in Q2 2018, down from a high of 160% in Q1 2008. Almost three quarters of household debt is secured against housing.
