Our Agriculture Bill will support farmers over a seven year transition from the Common Agricultural Policy to a new system underpinned by the principle of public money for public goods. Farmers produce world-class food and we are seeking new powers in legislation to help farmers get a fairer return from the supply chain. We pledge to continue the same cash total in funds for farm support for the duration of this Parliament.</p><p> </p><p>Our aim is to boost UK productivity by developing targeted transitional policies to reflect our farmers’ needs. It is, however, important for the UK to take a more balanced approach to productivity targets and incorporate other issues, such as; provenance, animal welfare, and environmental costs alongside nutritional provision.</p><p> </p><p> </p><p> </p><p>The Government views food security in its broadest sense - taking into consideration the global context, the UK supply chain as a whole and the consumer perspective. Self-sufficiency is not in itself an indicator of food security. Increased self-sufficiency in indigenous products would not necessarily insulate us from shocks to the system; for example, weather and disease can affect the harvests and yields.</p><p> </p><p> </p><p> </p><p>The UK’s current production to supply ratio is 60% for all food and 75% for indigenous type foods. This has remained steady over the last decade and is not low in the context of the past 150 years. In the 1930s, for example, the overall rate was between 30% and 40%, while in the late 1950s this had risen to just over 50%. A copy of which is attached for your reference.</p><p>The pilot will mean fruit and vegetable farmers are able to employ migrant workers for seasonal work for up to six months. 2,500 workers from outside the EU will be able to come to the UK each year, alleviating labour shortages during peak production periods.</p><p>The Seasonal Workers pilot will be run by two scheme operators, who will oversee the placement of the workers. answer	answer is ministerial correction date of answer 20/09/2018 answer text <p>The Government’s work to counter extremism is distinct from, but complementary to, its work to counter terrorism, which includes work that aims to prevent people from becoming terrorists or supporting terrorism.</p><p>Prevent is implemented in a proportionate manner that takes into account the level of risk in any given area or institution. The Prevent programme is continually reviewed and updated to reflect the current threat level and it has taken account of other recent reviews, both internal and independent, across the breadth of our counter-terrorism strategy, CONTEST.</p><p>As committed to in CONTEST we will increase the transparency of Prevent delivery and open it to public scrutiny. For example, last November, we published data on Prevent and Channel referrals for the first time to increase transparency of the programme, and we published further data on Prevent and Channel this March. Extremists use their twisted narratives to justify hatred and division, spread intolerance, isolate communities and erode the rights of women and minorities. If left unchallenged these narratives fragment and divide our communities.</p><p>The Government launched the independent Commission for Countering Extremism in March 2018 alongside a Charter setting out the Commission’s purpose and early outputs. Ninety-eight per cent of those prosecutions resulted in a conviction. The 2017/18 figures are due to be published on GOV.UK in the autumn.</p><p> </p><p> </p><p> </p><p>This Government is committed to tackling fly-tipping. We work closely with local authorities and the Local Government Association through the National Fly-tipping Prevention Group (NFTPG). It is the responsibility of local authorities to use the full range of enforcement powers available to them to tackle fly-tipping and we encourage them to do so. The NFTPG has published guidance which sets out clearly the powers available to local authorities when tackling fly-tipping. We have strengthened these powers in recent years by introducing fixed penalty notices for small scale fly-tipping and enhancing the ability of local authorities to search and seize vehicles of suspected fly-tippers.</p><p> </p><p> </p><p> </p><p>Earlier this year we consulted on proposals to introduce a new fixed penalty for householders who pass their waste to a fly-tipper. Subject to Parliamentary approval, we will seek to implement the changes later this year. We will also provide updated guidance for householders about how to ensure their waste is disposed of correctly. As two thirds of fly-tipping contains household waste, these additional measures will give local authorities another tool to tackle fly-tipping. They confirm the Commission’s purpose, remit, accountabilities, and early outputs. In its first year the Commission will:</p><ul><li>engage widely and openly on extremism and our core, shared values across the public sector, communities, civil society, families and legal and academic experts;</li><li>publish a study into the threat we face from extremism and the current response; and,</li><li>advise ministers on the Commission’s future structures, work programme and the appointment of further commissioners.</li></ul><p>This advice is expected in March 2019.The Charter also confirms that the Commission is a transparent organisation operating independently from Government. answer	answer is ministerial correction date of answer 09/10/2018 answer text <p>A review of available records (dating back to 2001) has been undertaken and I can confirm that we have identified one occasion where we have provided mutual legal assistance without a death penalty assurance where the death penalty was an available sentence which involved a British or former British national. Due to the potential to harm on-going criminal investigations or future prosecutions and the confidentiality attached to mutual legal assistance, it would not be appropriate to share further information.</p><p>I reiterate the statement by the Minister of State for Security on 23 July (Official Record 23 July column 725) who sought to reassure the House that our long-standing position on the use of the death penalty has not changed. The UK has a long-standing policy of opposing the death penalty as a matter of principle regardless of nationality. Requests for Mutual Legal Assistance must be considered in accordance with the Government’s Overseas, Security and Justice Assistance (OSJA) Guidance, which requires an assessment of both human rights and death penalty risks.</p><p>The OSJA guidance, which has been in existence since 2011, permits the provision of assistance, without obtaining assurances, where there are strong reasons for doing so:</p><p>“Ministers should be consulted to determine whether, given the specific circumstances of the case, we should nevertheless provide assistance.”</p> answering member printed Baroness Williams of Trafford question first answered 09/10/2018 16:34:24 answering member 4311 label Biography information for Baroness Williams of Trafford

answer	answer is ministerial correction date of answer 07/08/2018 answer text <p>The revised National Planning Policy Framework was published on 24 July 2018 and sets out the government’s planning policies for England and how these are expected to be applied.</p><p>This includes policy that provision of affordable housing should not be sought for residential developments that are not major developments, other than in designated rural areas where policies may set out a lower threshold of 5 units or fewer. The national planning policy framework also states that in rural areas planning policies and decisions should be responsive to local circumstances and support housing developments that reflect local needs.</p><p>Further to this we have set out a new approach to viability.
