In doing so, the Government funded the NHS’s Five Year Forward View plan, with a £10 billion a year real terms increase in its budget by 2020-21.</p><p> </p><p>As my Rt. hon. Friend the Prime Minister announced in her evidence to the Liaison Committee on 27 March, her intention is to come forward with a long-term plan (in advance of the next Spending Review) for the NHS, supported by a multi-year financial settlement to deliver that plan. It is then up to individuals to challenge this through statutory appeals where available or Judicial Review.</p><p>Parliament legislated to amend the appeals system in the Immigration Act 2014 so that an appeal only arises where a claim raising asylum, humanitarian protection or human rights is refused. In terms of education and training, the General Medical Council sets out the knowledge, skills and behaviours that new United Kingdom medical graduates must be able to demonstrate and Royal Medical Colleges, such as the Royal College of General Practitioners (RCGP), set the standards for postgraduate medical education in general practice. General practice is where most patients with CFS/ME are likely to be managed, and the condition is identified as a key area of clinical knowledge in the RCGP Applied Knowledge Test (AKT) content guide. The AKT is a summative assessment of the knowledge base that underpins general practice in the United Kingdom within the context of the National Health Service and is a key part of GPs’ qualifying exams. In addition, the RCGP offers a free online e-learning course for clinicians which covers the diagnosis treatment and care of patients with CFS/ME.</p><p> </p><p>Once fully qualified, clinicians are responsible for ensuring their own clinical knowledge remains up-to-date and for identifying learning needs as part of their continuing professional development. The study has proposed a number of reforms to the health sector as well as options for a new hospital facility.</p><p> </p><p>In addition, DFID’s annual contribution to the budget of the Government of Montserrat through its financial aid programme, provides funding for a number of health specialists to be recruited internationally. Under this programme the Government of Montserrat has recently engaged the services of a Healthcare Development Manager. This post holder will play a critical role in coordinating the implementation of recommendations from the health sector study. We will do this through a four point plan that takes action at each stage of the product lifecycle – production, consumption and end of life. At the production stage, this includes encouraging producers to take more responsibility for the lifespan of their products. This involves designing products that are recyclable and made from recycled materials. At the consumer stage we want to reduce demand for single use plastics and make it easier for people to recycle. We will increase the amount of plastic being recycled, including through reforming the packaging waste regulations and exploring the scope for extending producer responsibility to other areas. There will be more detail in our Resources and Waste Strategy which will be published later this year.</p><p> </p><p>A call for evidence on how taxes or charges could reduce waste from single use plastics closed on 18 May. answer	answer is ministerial correction date of answer 25/05/2018 answer text <p>Fly-tipping is a serious crime which damages the environment and blights local communities. The Government is committed to tackling the scourge of fly-tipping in both urban and rural areas. We ensure that local authorities (LAs) have the tools that they need to tackle urban fly-tipping. In recent years we have given LAs the power to issue £400 fixed penalty notices for fly-tipping offences and have enhanced the powers available to LAs and the Environment Agency, such as the ability to search and seize the vehicles of suspected fly-tippers.</p><p> </p><p>Earlier this year we published our consultation on proposals to introduce a new fixed penalty for householders who pass their waste to a fly-tipper. We also intend to provide updated guidance for householders about how to ensure their waste is disposed of correctly. We are currently analysing consultation responses. Subject to the outcome of the consultation, we will seek to implement the changes later this year. As two thirds of fly-tipping contains household waste, these additional measures will further help tackle fly-tipping.</p><p> </p><p>As part of this Government’s Resources and Waste Strategy, we are developing our strategic approach to waste crime. This will include plans to enhance partnership working and intelligence sharing to tackle fly-tipping in both urban and rural areas.
