answer text <p>HMRC accepts payment by credit card on the basis that there is no cost to the public purse. It achieves this by passing the fees charged by the card issuer back to the customer. The Payment Services Directive 2 (PSD2) which came into effect on 13 January 2018 means that HMRC can no longer do this where a customer uses a personal credit card. After careful consideration, HMRC made the decision to stop accepting payment by this method.</p><p> </p><p>In 2016/17 personal credit cards only accounted for 0.2% of payments made to HMRC by value. Fees associated with these payments were expected to be on average £5.5m per annum going forward. To continue accepting personal credit cards HMRC would have to fund the payment of fees from the public purse. This means customers paying by other methods would be cross-subsidising those who benefit from facilities provided by credit card issuers in exchange for fees, including deferring the payment date and collecting rewards.</p> more like this

answer text <p>In assessing the performance of Community Rehabilitation Companies (CRCs) in reducing reoffending, the MoJ publishes quarterly proven reoffending statistics by CRCs for the cohorts of offenders they manage. These include the number of proven offences committed in the one year follow up period. Published headline figures are available at <a href="https://www.gov.uk/government/statistics/payment-by-results-statistics-october-2015-to-june-2017" target="_blank">https://www.gov.uk/government/statistics/payment-by-results-statistics-october-2015-to-june-2017</a>. Also published within this are interim figures which include the latest assessment of CRC reoffending rates before headline one-year figures become available.</p><p> </p><p>Statistics on the reoffending rates by category of offence are not routinely published, but I have attached a breakdown of offences for the April to June 2016 cohort which represents the most recent group for which finalised figures are available.</p> more like this

answer text <p>The Ministry of Justice has not funded the operation of sharia councils in the last three years, as these organisations are not part of the justice system. Community organisations may apply to various Government Departments for a range of grants for particular purposes. A list of grant schemes run by government departments can be found at gov.uk. Information on whether sharia councils may have received such grants over this period could only be obtained at disproportionate cost.</p> more like this

answer text In line with Government guidance, the Secretary of State will aim to take a decision on whether to intervene in a specific acquisition/merger within 10 working days of the merger being notified to the relevant competition authorities. The Department recognises that such mergers are an issue of significant interest, and undertake to keep Parliament informed. The role of the Secretary of State, should a notification be made, is quasi-judicial. Specific procedures are in place to ensure that the Secretary of State’s decision-making process is scrupulously fair and impartial should a decision be necessary.<p> </p> more like this

answer text <p>Data on the prevalence of type 1 and type 2 diabetes among people of South Asian origin, in each parliamentary constituency, each clinical commissioning group, and in England, are not published in the format requested.</p><p> </p><p>The National Diabetes Audit (NDA) reports that approximately 8% of those with type 1 diabetes are from a minority ethnic origin and approximately 19% of those with type 2 diabetes are from a minority ethnic origin.</p><p> </p><p>The NDA records the ethnicity of diabetes patients (and other patient characteristics). Information on ethnicity is split by White/ Minority Ethnic Origin and Unknown. Minority ethnic origin includes South Asian, Chinese and other Asian, black, mixed and other ethnicities. The NDA routinely monitors the effects of ethnicity on patient outcomes, percentage of patients receiving National Institute for Health and Care Excellence’s (NICE’s) recommended eight care processes; achievement of NICE treatment targets and diabetic complications.
