answer text <p>In March, the government published the sector-produced Local Government Counter Fraud and Corruption Strategy. This set out a series of recommendations encouraging councils, to enhance their capability to tackle all types of fraud including Council Tax. In November the government published the National Fraud Initiative report which detailed the cancellation, by local authorities, of over 37,000 Council Tax Single Person Discount claims for fraud and error over the last two years as a result of the data matches provided by NFI. £11 million of underpayments are being recovered and future underpayments of £24 million have been prevented.</p> more like this

answer text <p>At Autumn Statement 2016, the Chancellor announced a large-scale regional pilot of the voluntary Right to Buy, which will be funded by the government.</p><p>In terms of the main scheme, we have engaged closely with local authorities in the development of how we fund the extension of Right to Buy to housing association tenants. We are considering how the policy will be implemented under the Housing and Planning Act 2016 and will continue to engage with local authorities and other stakeholders as we develop the detail.</p> more like this

answer text <p>In the Autumn Statement the Chancellor announced a £1.4 billion expansion of the Shared Ownership and Affordable Homes Programme (SOAHP) 2016-21 and a relaxation of restrictions on tenure. The expanded and more flexible programme will allow providers to have the agility to quickly and effectively respond with the right products to local needs and markets. Local authorities, along with other providers, are able to bid into the programme, and so the proportion of the 40,000 starts that local authorities build will become clear through the bids that are submitted during the continuous market engagement phase.</p> more like this

answer text <p>The £1.8 billion is the amount of additional investment that housing associations will need to take, from lenders and through cross subsidy across schemes, in order to deliver the much needed affordable homes. As housing associations are currently classified as public corporations this investment also counts towards the fiscal aggregates.</p><p>We are taking action to enable the Office for National Statistics to reclassify housing associations to the private sector.</p> more like this

answer text <p>The government’s announcement of £7.2 billion to support the construction of new homes at the Autumn Statement is part of the new National Productivity Investment Fund. The Fund will add £23 billion in high-value investment from 2017/18 to 2021/22.</p><p>Within the £7.2 billion envelope, the government will provide an additional £1.4 billion to deliver an additional 40,000 affordable housing starts by 2020/21. The Autumn Statement envelope also includes borrowing by housing associations from private sector sources as a result of the additional investment. The government will also invest £1.7 billion by 2020/21 to speed up house building on public sector land. Finally, the government announced a new Housing Infrastructure Fund of £2.3 billion by 2020/21 which will deliver up to 100,000 new homes. Further details on how this fund will be allocated to local authorities will be set out in due course.</p> more like this
